NEW TRANSFER POLICY IN KENDRIYA VIDYALAYAS

Will the Minister of EDUCATION be pleased to state:

(a) whether the Government has observed that the new transfer certificate policy offered to students in Kendriya Vidyalayas (KVs) largely affects in the mid-term transfers of the children and their parents, if so, the details thereof;

(b) the details on the rationale behind such transfer certificate policy for children;

(c) whether the new policy affects a large number of employers of Central Government, Defence and Paramilitary Force employees who are frequently transferred and needs their wards to be moved to a nearby schools close to their place of posting; and

(d) if so, the steps taken by the Government in this regard?

(a) to (d) Kendriya Vidyalayas (KVs) are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. At present, 1253 KVs are functioning across the country.

As per information received from Kendriya Vidyalaya Sangathan (KVS), in KVS Admission Guidelines 2024-25, the class strength of all classes has been re-worked as per mandate of National Education Policy-2020 and also as per Right of Children to Free and Compulsory Education Act, 2009 (RTE Act, 2009) and demand of affiliating body, Central Board of Secondary Education (CBSE) for attainment of learning outcomes and to maintain healthy pupil- teacher ratio. Further, admissions on the basis of transfer certificate have been permitted up to the class strength of 50 for classes II to VIII and even beyond 50 for classes IX to XII.
