NOTIFICATION
Delhi, the 16th July, 2024

No. F. 4(5)/2022/F&S/Admn/Pt.File/140.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number F.27/59- Him (i), dated the 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regarding the method of recruitment to the post of “Multi Tasking Staff (MTS)” in the Department of Food, Supplies and Consumer Affairs, Government of National Capital Territory of Delhi, namely:-

1. Short title and commencement :- (1) These rules may be called “Multi Tasking Staff (MTS)” Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of posts, their classification and level in the Pay Matrix :– The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 to the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.:- The method of recruitment, age-limits, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualifications :- No person, –

  • (a) Who has entered into or contracted a marriage with a person having a spouse living; or
  • (b) Who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax :- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of this rule in respect of any class or category of persons.

6. Saving :- Noting in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with orders issued by the Government from time to time in this regard.

3. (Classification) General Central Service, Non-Ministerial, Non-Gazetted, Group ‘C’
4. (Pay Level in the Pay Matrix ) Level-1 (Rs. 18000 -56900/-) of Pay Matrix
5. (Whether Selection or Non-Selection Post) Not Applicable
6. (Age Limit for Direct Recruits) Between 18-25* years

(The upper age-limit is relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government)

Note:   The crucial date for determining the age limit shall be as advertised by Competent Authority.

*In case of post being filled up by all-India Open Competition, the age limit would be between 18 years and 27 years.

7.(Educational       &      other                             qualifications required for direct recruits) Essential:

Matriculation or equivalent pass from recognized Board/university

8. (Whether Age & Educational Qualifi- cations prescribed for direct recruits will apply in case of promotees) Not Applicable
9. (Period of Probation, if any) Two years
10.  (Method  of  Recruitment  whether  by direct Recruitment or by promotion) By Direct Recruitment
11.  (In  case  of  recruitment  by  Promotion/ Deputation/absorption) Not Applicable
12. (If a DPC exists what is its Composition) Group-‘C’ DCC (for considering confirmation cases):

1.  Principal Secretary/Secretary (AR)                – Chairperson.

2.  Head of the Department concerned                  – Member.

3.  Dy. Secretary (GAD)                                          – Member

Note: Senior most member of the Departmental Confirmation Committee shall act as Chairperson in case the notified Chairperson of the Departmental Confirmation Committee happens to be junior to another member of the Departmental Confirmation Committee

13.(Circumstances in which U.P.S.C. to be consulted in making Recruitment)
