INCREMENTS IN WAGES OF ANGANWADI WORKERS AND HELPERS
872 SHRI RAJKUMAR ROAT;
Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) the increments made in wages of Anganwadi Workers (AWWs) and Anganwadi Helpers (AWHs) during the last five years, year-wise;
(b) whether the present wages being paid to AWWs and AWHs are appropriate keeping in view their duties and present inflation, if so, the details thereof;
(c) whether the Union and State Governments share the cost of payments made to them, if so, the details thereof;
(d) whether the Union and State Governments release their respective funds at different times, if so, the details thereof;
(e) whether the Union Government proposes to provide the full amount of funds itself on time, if so, the details thereof alongwith the time-frame by which it is likely to be done and if not, the reasons therefor; and
(f) whether the Government proposes to regularize the AWWs and AWHs, if so, the details thereof alongwith the time by which it is likely to be done and if not, the reasons therefor?

(a)&(b): Anganwadi Workers (AWWs) and Anganwadi Helpers (AWHs) are “honorary workers” from the local community who come forward to render their services in the area of child care and development to help the community for which they are paid honorarium. Government of India increases the honorarium of AWWs/AWHs from time to time. From 1st October, 2018, Government of India has enhanced the honorarium of AWWs at Anganwadi Centres (AWCs) from Rs.3,000/- to Rs.4,500/- per month; AWWs at mini- AWCs from Rs.2,250/- to Rs.3,500/- per month; AWHs from Rs.1,500/- to Rs.2,250/- per month; and introduced performance linked incentive of Rs.250/- per month for AWHs and Rs.500/- to AWWs. In addition, States/UTs are also paying additional monetary incentives/honorarium to these functionaries from their own resources which vary from State to State. The additional honorarium provided by the States/UTs is placed at Annexure. State/ UTs have been time and again through sustained engagements/ video conferences/advisories requested not to involve Anganwadi Workers/ Helpers in non scheme related work so that their time could be utilized for the effective implementation of the scheme.
(c) to (e): Funds for payment of honorarium to AWWs/AWHs are released to the State Governments/Union Territory Administrations as part of funds pertaining to Anganwadi Services (General) as per the following cost sharing pattern between the Central and State Government:

Funds are released to State Governments/UT Administrations on quarterly basis after fulfillment of the SNA compliances by States/UTs.
(f): No such proposal is currently under consideration. Anganwadi Workers (AWW) and Anganwadi Helpers (AWH) are “honorary workers” from the local community who voluntarily come forward to render their services in the area of child care and development to help the community. However, the States/UTs are the primary authorities to decide the service conditions of AWWs/AWHs.
