High Demand for KV and JNV Admissions: 2024-25 Registration and Seat Data

(a) As per information received from Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti, there is a huge demand for admission in the Kendriya Vidyalayas (KVs) and Jawahar Navodaya Vidyalayas (JNVs) in the country. 888059 students registered for admission in Class-I for the academic session 2024-25 and 75703 students got admission in KVs against the available seats. As regards JNVs, admission is mainly done in Class-VI on the basis of JNV Selection Test. 2500887 students registered against 49640 seats for admission in Class-VI in JNVs for the academic session 2024-25.

(b) to (d) The Navodaya Vidyalaya Scheme envisages opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of the country. With sanctioning of 62 new JNVs in November 2016, all 638 districts (as on 31st May, 2014) of the States/UTs which have accepted the scheme, other than 6 districts with 100% urban population, have been covered under this scheme. One JNV each in Dungarpur and Banswara districts of Rajasthan State have been functioning since 1987- 88 and an additional JNV has also been established in Banswara district (ST Concentrated). Newly carved out Baptla district of Andhra Pradesh does not have a JNV. However, the candidates from the newly bifurcated district in which JNV is not sanctioned are permitted to appear for admission to the JNV which is located in the unified undivided old district.

Opening of new JNVs is a continuous process which depends on the willingness of the concerned State Government/UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new JNVs depend on approval by the competent authority as per extant procedures.

(e) Department of School Education & Literacy (DoSEL), Ministry of Education (MoE) is implementing two fully funded Central Sector Schemes namely Kendriya Vidyalaya Scheme and Navodaya Vidyalaya Scheme across the country including scheduled areas. The Government of India provides budgetary support to Navodaya Vidyalaya Samiti (NVS) and Kendriya Vidyalaya Sangathan (KVS) as grants-in-Aid for opening and functioning of Navodaya Vidyalayas and Kendriya Vidyalayas (KVs) across the country, respectively. At present 1253 KVs and 653 JNVs are functional across the country. Details of grants-in-aid allocated to NVS and KVS during the last five years are as under:-

DoSEL has also been implementing Samagra Shiksha, a centrally sponsored scheme in partnership with all the States and UTs and financial assistance is provided to all States and UTs including scheduled areas under this scheme. Under Samagra Shiksha, there is a provision of Kasturba Gandhi Balika Vidyalayas (KGBVs) residential schools from class VI to XII for girls belonging to disadvantaged groups such as SC, ST, OBC, Minority and Below Poverty Line (BPL). The KGBVs are set up in Educationally Backward Blocks. The details of Centre share allocated to the States and UTs under Samagra Shiksha Scheme are as under:-

Will the Minister of EDUCATION be pleased to state:

(a) whether the Government has taken note that there is a huge demand for admission of students in Navodaya Vidyalayas (NVs) and Kendriya Vidyalayas (KVs) across the country and if so, the details thereof;

(b) whether the Government proposes to establish at least one Navodaya Vidyalayas the headquarters of each district in the country and if so, the details thereof;

(c) whether there is any proposal to start a Navodaya Vidyalayas in the Bapatla District of Andhra Pradesh;

(d) whether the Government proposes to set up new Jawahar Navodaya Vidyalayas in both Dungarpur and Banswara districts of Rajasthan and if so, the time by which these will be set up; and

(e) the details of efforts made by the Government to provide facilities and teaching faculties in education sector in the scheduled areas of the country during the last five years?
