Shortage of Teachers in Schools
24. SHRI LUMBA RAM:
Will the Minister of EDUCATION be pleased to state:
(a) whether according to a report, more than 11.16 lakh posts of teachers are vacant in the schools of the country including the State of Rajasthan out of which about seventy-nine percent of the posts are vacant in rural areas;
(b) if so, the details thereof, State-wise;
(c) the total number of female teachers in the country including Rajasthan, State-wise; and
(d) the steps taken by the Government so far to overcome the shortage of teachers in the country including Rajasthan particularly in rural areas?

(a) & (b): Education is a subject in the concurrent list of the Constitution and an overwhelming majority of schools are under the administrative control of respective State and Union Territory Governments. It is their responsibility to ensure that the vacancies are filled up in time bound and transparent manner. Recruitment of teachers in schools is a continuous process as vacancies keep arising due to factors like retirement, resignation and additional requirements on account of enhanced students’ strength/new schools and the onus of filling up of these posts from time-to-time falls on the respective State/Union Territory Governments. The data regarding vacancies of teachers in rural areas are maintained by the respective State Governments/Union Territory administrations.
(c): The data regarding number of female teachers in the country, as per UDISE+ 2021-22, are given at ANNEXURE.
(d): The Ministry of Education requests the State and UT Governments for filling-up the vacant posts of teachers and their rational deployment, through review meetings and advisories from time to time. Further, the Central Government through the Centrally Sponsored Scheme of Samagra Shiksha, provides assistance to the States and UTs for deployment of additional teachers to maintain appropriate Pupil-Teacher Ratio (PTR) as per the prescribed norms for various levels of schooling.
