NOTIFICATION

New Delhi, the 19th June, 2024.

G.S.R.357.(E).—In exercise of the powers conferred by clause (l) of sub-section (2) of section 38 of the Prevention of Cruelty to Animals Act (59 of 1960); the Central Government has decided to frame new Recruitment Rules governing the recruitment of the post of Secretary in Animal Welfare Board of India in suppression of the Animal Welfare Board of India (Secretary) Recruitment Rules, 2015, published by the Government of India, Ministry of Environment, Forest and Climate Change (Animal Welfare Division) in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-Section(i) notified vide G.S.R. 770(E) dated 09th October, 2015, and now published herewith for comments by stakeholders within a period of thirty days before publishing the final rules.

Any person desiring to make any suggestion or objection in respect of the said draft Rules may forward the same for consideration of the Central Government, within the period specified above, to the Joint Secretary (Animal Welfare), Department of Animal Husbandry and Dairying, Ministry of Fisheries, Animal Husbandry and Dairying, Room No. 245, Krishi Bhawan, Dr. Rajendra Prasad Road, New Delhi 110001.

Draft Rules

1. Short title and commencement.— (1) These rules may be called the Ministry of Fisheries, Animal Husbandry and Dairying, Department of Animal Husbandry and Dairying, Animal Welfare Board of India (Secretary) Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.— The number of said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualification. — No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation:

Officers under the Central Government or State Governments or Union territory Administration,-

A (a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years regular service in the grade rendered after appointment thereto on regular basis in Level-11 ( Rs. 67700-208700) in the pay matrix or equivalent in the parent cadre or department; and

(b) Having experience in administration, organizing conferences or training or seminars, having knowledge in Animal Welfare or Animal treatment, Veterinary Care and Animal Welfare Laws etc.

B possessing the following educational qualifications and experience, namely:-
Essential:-
(i) Bachelor degree in Veterinary Science or Bachelor degree in Veterinary Science and Animal Husbandry from a recognised University or equivalent as mentioned in Schedule I or Schedule II of the Indian Veterinary Council Act, 1984 (52 of 1984) and registered with Veterinary council of India or State Veterinary Council; or Masters degree or equivalent Diploma in Zoology or Biological Sciences or environmental sciences or forestry or Wild Life Sciences.
Desirable:-
(i) Masters degree in Veterinary Science in the field of Medicine or Surgery or Virology or Bacteriology or Microbiology or Immunology or Parasitology or Veterinary Public Health from a recognized University or equivalent; or Masters degree or Diploma in Zoology or Biological Sciences or environmental sciences or forestry or Wild Life Sciences.

(ii) Five year’s working experience in the Central
Government or State Government or Union Territories.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 3: The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications
