Staff Car Driver Recruitment Rules, 2024 in Directorate of Prohibition

NOTIFICATION
Delhi, the 6th June, 2024
F. No. 1(32)/DOP/RR/Estt/2022-23/101-106:— In exercise of the powers conferred by the proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated the 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make the following rules for regulating the method of recruitment to the post of Staff Car Driver(Ordinary Grade, Grade-II and Grade-I) in Directorate of Prohibition, Department of Social Welfare, Government of National Capital Territory of Delhi, namely :—
1. Short title and commencement :- (a) These rules may be called the Directorate of Prohibition, “Staff Car Driver” Recruitment Rules, 2024.
(b) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of post, its classification and Pay Level in the Pay Matrix :– The number of the said posts, their classification and level of Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications, etc :- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualifications :– No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post :
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Powers to relax :– Where the Government of National Capital Territory of Delhi is of opinion that necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with Services Department, GNCTD, relax any of the provision of these rules with the respect to any class or category of persons or posts.
6. Saving :- Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the order issued by the Government from time to time.

7. | Educational and other qualifications required for direct recruits | Essential:
1. Pass in 10th standard. 2. Possession of a Valid Driving License for Motor Cars. 3. Knowledge of motor mechanism (the Candidate should be able to remove minor defects in Vehicle). 4. Experience of Driving a Motor Car for at least three years. Desirable : Three years’ service as Home Guard/Civil Volunteers. Note 1: Qualifications are relaxable at the discretion of the Competent Authority in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. |

Officers of the Central Government / State Government or Union Territories : (a)(i) Holding analogous post on a regular basis in the parent cadre or department Or (ii) From amongst Group C employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in the office where vacancy arises failing which from Group C employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in Central Government / State Government / UT territories and on the basis of a driving test to assess the competence to drive motor cars and (b) possessing the following qualification and experience as prescribed in Column No. 7 Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization /Department of the Central Government shall ordinarily not exceed three years. Note 2 : The maximum age limit for appointment by deputation /absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications. |

Note : Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying / eligibility service. |

Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying / eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying / eligibility service |
