NOTIFICATION

Delhi, the 25th June, 2024 F. No. 9/12/2010/HG/1402-1408—In exercise of the powers conferred by proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs notification No. F.27/59-Him (i) dated, the 13th July, 1959 and in supersession of this Government’s Notification No. F.9/12/2010-Home (G)/2034 dated 21.05.2012, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make rules for the post of Assistant Superintendent in the Delhi Prisons Department, Government of National Capital Territory of Delhi, as following namely:-

1. Short title and commencement – (1) These rules may be called the Delhi Prisons Assistant Superintendent Recruitment Rules, 2024.

(2) They shall come into force with effect from the date of their publication in the Delhi Gazette.

2. Number of posts, classification and level of pay – The number of the said post, its classification and the pay level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules.

3. Method of Recruitment, age-limit, qualification etc., – The method of recruitment to the said posts, age- limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualifications- No Person:-

(a) who has entered into or contracted a marriage with a person having a spouse living ; or

(b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and may relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority.

Essential

Graduation/Bachelor Degree from a recognized University.

Desirable qualification:

Masters            degree                          in Criminology, Sociology, Social work, Law of Psychology.

Physical standard  (for male) Height: 165 cms,

Relaxable by 5 cms for residents of hill areas i.e. Garhwalis,                   Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura, Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir and Leh and Ladakh regions of Jammu & Kashmir.

{(Candidates claiming this relaxation would have to produce a certificate to this effect  (Hill  area  certificate)

 

        from the competent authority i.e., DC/DM/SDM or Tehsildar of their place of residence with the application and at the time of Physical Measurement Test.)}

 

Chest: Minimum 81 cms -85 cms (with minimum of 4 cms expansion). Relaxable by 5 cms for residents of hill areas, for which certificate as above will be produced.

 

Physical  standard  (for  female)

Height: 157 cms

Relaxable by 5 cms for residents of hill areas i.e.Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates belonging to States of Sikkim, Nagaland, Arunachal Pradesh, Manipur, Tripura,                          Mizoram, Meghalaya, Assam, Himachal Pradesh, Kashmir and  Leh and Ladakh regions of Jammu & Kashmir.

Physical  Endurance  Test  (PET) (for male):

1600 meters race in 06 (six) minutes and 30 seconds

Note : Those who qualify in the race shall be further eligible to appear in the following tests :-

(i)    High jump – 3 Feet 6 Inches (To be  achieved in any one of the three chances that will be given).

(ii)Broad  jump/Long  jump – 13.0 Feet (To be achieved in any one of the three chances that will be given).

Physical  Endurance  Test  (PET) (for female):

800 meters race in 4 (four) minutes and 30 seconds.

Note-1:   Those who qualify in the race shall be further eligible to appear in the following tests :-

(i)   High jump – 3.00 feet (To be achieved in any one of the three chances that will be given).

(ii)    Broad   jump/Long jump –

9.0 feet  (To be achieved in

           

any   one   of       the   three chances that will be given).

Medical Standard:

(i)   The minimum distant vision should be 6/6 in better eye and 6/12 in the worse eye, without glasses. The candidate should be free from colour blindness.

(ii)    The candidate must not have knock knee, flat foot, varicose vein or squint in eyes.

(iii)   They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

Note-2 : There would be no appeal against the PET.

AGE  AND EDUCATIONA L QUALIFICATI ON PRESCRIBED FOR THE DIRECT RECRUIT WILL APPLY IN THE CASE OF PROMOTEES.

PERIOD OF PROBATI ON,

(IF ANY).

METHOD OF RECRUITMENT, WHETHER BY DIRECT RECRUITMENT OR BY DEPUTATION

/PROMOTION/ABSORP TION AND PERCENTAGE OF VACANCIESTO BE FILLED BY VARIOUS METHODS.

IN CASE OF RECRUITMENT BY PROMOTION/DEPUTATION/ABSO RPTION GRADES FROM WHICH PROMOTION/DEPUTATION/ABSO RPTION TO BE MADE.

Educational Qualification for         Direct Recruitment will  apply  in the   case   of Promotees: Yes

 

Note: For the officials, who are holding feeder grade post as on date of this notification, qualification of 10th pass from recognized Board or equivalent will be essential for promotion.

2  years  for direct recruits   and promotees.

 

Note: For Direct recruits, there shall be a mandatory induction training of at least two weeks duration for successful completion of the probation as prescribed by the Competent Authority.

(i)         Promotion – 50%

(ii)        Direct Recruitment –

40%

(iii)       Deputation failing which by Direct Recruitment – 10%

Promotion:

Head Warder / Head Matron in the level 4 (Rs. 25500-Rs.81100) in the pay matrix with 10 years regular  service  in  the grade rendered after appointment thereto on a regular basis failing which Head Warder / Head Matron in the level 4 (Rs. 25500-Rs.81100) in the pay matrix with

15 years combined regular service as Warder/Head Warder or Matron/Head Matron out of which 07 years regular service should be as Head Warder/Head Matron.

Note: The ratio of Head Warder and Head Matron for promotion shall be Proportionate to their respective sanctioned strengths.

Deputation:-

Officials of CAPFs:-

(i)   Holding analogous post on regular basis in the parent cadre/department,

Or

(ii)  with 6(six) years service in the grade rendered after appointment thereto on regular basis in the level-5 (Rs 29200- Rs.92300) of Pay Matrix or equivalent in the parent cadre/department; and

(b) Possessing the following educational Qualification and experience;

(i)Bachelors degree from a recognized university or institute;

(ii)       One year experience of maintenance of Law and Order or security duty.

Departmental Promotion/confirm ation Committee:

1.Secretary-cum- Commissioner (Development)– Chairman

2.      Administrative Secretary of the Department concerned- Member

3.     Special/Addl. Secretary (GAD)-Member

4.      Deputy Inspector General, Prisons

–Member

Note:–  Senior  most member                  of         the departmental promotion/Confirmat ion  committee  shall act as Chairperson in case              notified Chairperson happens to     be    junior    to another   member   of the         departmental promotion/Confirmat ion  committee.

Consultation with UPSC is not necessary.
     

Note-1: Where juniors who have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Note-2:- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationist shall not be eligible for consideration for appointment by promotion.

Note-3: The Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years. The  maximum age limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt of applications.
