CBSE Affiliation Guidelines for Maximum Student Intake per Section
To provide quality education, CBSE-affiliated schools must follow the Affiliation Bye-Laws, 2018. Rule 4.8 mandates a maximum of 40 students per section, with 1 square meter of floor area per child. Schools may exceed this limit up to 45 students for transfers or essential repeats, upon Regional Office approval.

The aim of granting affiliation to the schools, is to impart quality education. The schools affiliated to Central Board of Secondary Education (CBSE) are expected to abide by the norms of the Affiliation Bye-Laws, 2018 and amendments carried out thereafter from time to time. The Board has also issued guidelines and circulars for the interpretation and implementation of the Bye laws.
With reference to the maximum intake of students in each section, it is inter-alia, stated in Rule 4.8 of the Affiliation Bye Laws, 2018 as under:
Rule 4.8: The optimum number of students shall be 40 in each section. Availability of one square meter Built-up Floor Area per child in the class rooms is an absolute necessity in the school.
In light of above rule, the Circular No. CBSE/CE/CIRCULAR/2023 dated 02 08.2023 was issued where it was directed that all the schools affiliated to CBSE should re-align per section students strength to 40 as per the above rule. Further, in the said circular, the schools were required to utilize this permission of 45 students per section, judiciously and ensure that the section strengths are re-aligned to 40 students per section, in each class over the next 3 years (Session 2023-2024 , 2024-2025 & 2025-2026) by regulating the admissions from junior classes.
In case if the school meets the infrastructural requirements of availability of land and number of rooms as per prescribed dimensions specified in Affiliation Bye-Laws, it may apply for increase in the number of sections in SARAS portal to accommodate more students. The link for submission of online application module for increase/ decrease of sections is already open in SARAS portal till 30.06.2024 and if required, the schools may apply in the SARAS portal.
Various representations have been received from schools regarding admission ot children on account of transfer of parents from one station to another as well as essential repeat. In partial modification to the circular dated 02.08.2023, it has been decided that in such cases where on account of transfer of the parents from one station to another, the students are likely to join in a class in mid-session and also students who fall under essential repeat (ER) category, tt)e schools may have students more than the prescribed limit of 40 in one section upto a limit of 45 . However, this exception shall be available on a case to case basis for which the school shall apply to the concerned Regional Office.
For the same, the requests along with adequate supporting documentation may be submitted in the respective Regional Office and the same shall be decided by Regional Office on case to case basis.
However, this facility should not be treated as a general norm for the school and should be used very judiciously. Further, school shall ensure that number of students in the entry level class shall be restricted to 40 per section.
