INCENTIVES TO ANGANWADI WORKERS

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:
(a) whether the Government has noticed that the honorarium being paid to Anganwadi Workers (AWWs) is very less when compared to the work they are doing, if so, the details of steps taken to increase this amount;
(b) whether the State Governments contribute funds for the welfare of AWWs, if so, the details regarding the amount contributed by the Centre and State for the AWW of Karnataka since 2019;
(c) whether the Government has observed any delay regarding payment of Honorarium for AWWs in Karnataka, if so, the details of steps taken to ensure timely payment for the same;
(d) whether child immunisation incentives are being disbursed to AWWs on time, if so, the details thereof;
(e) whether the immunization of children is being conducted on time in Karnataka, if so, the details thereof including Mandya district?

(a) to (c) Saksham Anganwadi and Poshan 2.0 is a centrally sponsored scheme and the implementation of the scheme falls under the ambit of State Government/ UT administration. Government of India releases funds in the prescribed cost sharing ratio to the States/ UTs for implementation of the scheme. Government of India constantly monitors and reviews the scheme and its components and based on learnings, outcomes, suggestions and proposals, Government takes appropriate action from time to time through sustained engagements/ video conferences with States/ UTs. Government of India increases the honorarium of AWWs/AWHs from time to time. From 1st October, 2018, Government of India has enhanced the honorarium of AWWs at main-AWCs from Rs.3,000/- to Rs.4,500/- per month; AWWs at mini- AWCs from Rs.2,250/- to Rs.3,500/- per month; AWHs from Rs.1,500/- to Rs.2,250/- per month; and introduced performance linked incentive of Rs.250/- per month for AWHs and Rs.500/- to AWWs. In addition, States/UTs are also paying additional monetary incentives/honorarium to these functionaries from their own resources which vary from State to State. As reported by the State of Karnataka, an additional honorarium of Rs.6,500/- is paid to Anganwadi Workers and Rs.4,000/- to Anganwadi Helpers. The details of funds released by the Central Government under General component which include honorarium to the AWWs/AWHs to the State of Karnataka since 2019 is placed at Annexure I. Further, as reported, Government of Karnataka is also contributing funds for the welfare of Anganwadi Workers and Anganwadi Helpers which inter alia include Death relief fund, Medical Expenses, Idigantu (Retirement Relief Fund), National Pension Scheme and Gratuity.
(d) & (e) As per the Scheme Guidelines Saksham Anganwadi and Poshan 2.0, the package of six services provided to the eligible beneficiaries and three of the six services viz immunization, health checkup and referral services are provided through National Health Mission and Public Health Infrastructure. As reported by Ministry of Health & Family Welfare, State of Karnataka targets to immunize 10.99 Lakh children each year in fixed and outreach immunization sessions. The coverage under Health Management Information Systems (HMIS) during FY 2022-23 and April to December, 2023 is placed at Annexure II.
