Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a)the total number of establishments vis-a-vis employees registered under social security umbrella of Employees State Insurance Corporation (ESIC) at present;
(b)the number of new establishments vis-a-vis employees registered / enrolled under ESIC during the last 3 years, year-wise; and
(c)the steps taken by the Government/ESIC to provide social security benefits to every section of the society?

(a) to (c): As on 31.03.2023, there were 20,83,340 establishments and 3,05,42,660 employees were registered under the Employees State Insurance Corporation (ESIC).
The details of new establishments and employees registered enrolled under the ESIC during last three years were the following:

The Employees’ State Insurance Act, 1948 provides comprehensive social security to the employees of the factories/establishments situated in its notified areas and employing 10 or more employees, drawing wages up to Rs 21,000/- (Rs. 25,000/- for Persons with disability). As such, the Act does not apply to the unorganised sector.
In the Code on Social Security, 2020, provision of benefits to the unorganised sector is contained in section 45 and section 109 of the Code whereby the Central Government and the State Governments can frame scheme for unorganised workers. The Code has not come into force so far.
