NOTIFICATION
New Delhi, the 20th February, 2024
G.S.R. 117(E).— In exercise of the powers conferred by clause (d) of sub-section (2) of section 56 of the Delhi Development Act, 1957 (61 of 1957), and in supersession of the Recruitment Regulations of Commissioner (Systems), Delhi Development Authority, 2011 (newly created post), except as respects things done or omitted to be done before such supersession, the Central Government, hereby makes the following rules to regulate the service conditions in respect of the post of Commissioner (Systems) in the Delhi Development Authority, namely :-
1. Short title and commencement. – (1) These rules may be called the Delhi Development Authority, Commissioner (Systems), Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in pay matrix.– The number of post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.
4. Approval of appointment to post.- No appointment shall be made without obtaining prior approval of the Central Government under these rules.
5. Disqualification.- No person, –
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing so, exempt any person from the operation of this rule.
6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Officer of the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisation or public sector undertakings or National Information Centre or recognised University or recognised research institute,- (a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with five years’ service in the grade rendered after appointment to the post on a regular basis in level-12 in the pay matrix (Rs. 78800-209200) or equivalent in the parent cadre or department; and (b) possessing appropriate educational qualifications and experience,- (i) Engineering degree in Computer Science or Information Technology or Computer Engineering or Electronics from a recognised University or Institute; (ii) with fifteen years experience in the field of System Analysis Design, |
Search-cum-Selection Committee consisting of:
1. Vice Chairman – Chairman; 2. Engineer Member – Member ; 3. Principal Commissioner (Systems) – Member; 4. Two outside Information Technology Experts to be nominated by Vice Chairman, Delhi Development Authority – Members; 5. Representative of Scheduled Caste or Scheduled Tribe to be nominated by Vice Chairman – Member. |

Software Development and Implementation System and Network Administration with at least two years in Managing Information System.
Note 1: The departmental Director (System) in level-12 in the pay matrix (Rs. 78800-209200) with five year of regular service in the grade and having the educational qualifications and experience prescribed for considering appointment on deputation basis is considered along with outsider. If the departmental candidate is selected for appointment to the post; it shall be treated as having been filled by promotion. Note 2: The period of deputation (including short-term contract) including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications. |
