PMAY-U: Central Assistance for Urban Housing under ‘Housing for All’ Mission

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has conducted any survey under PMAY-U to find out the demand for housing in the country;
(b) if so, the details thereof including the year of the survey conducted and demand for housing in each State;
(c) whether the Government has taken any measures to validate the demand and meet the targets set under PMAY-U;
(d) if so, the details thereof and if not, the reasons therefor; and
(e) the allocation of funds and the utilization under the scheme during the last three years?

(a) to (e): ‘Land’ and ‘Colonisation’ are State subjects. Therefore, schemes related to housing are implemented by State/Union Territory (UT) Governments in their respective regions. However, Ministry of Housing and Urban Affairs (MoHUA) is supplementing the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) – ‘Housing for All’ Mission since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses under the scheme. States/ UTs have undertaken demand survey under PMAY- U for assessing actual demand of housing for eligible beneficiaries and assessed a requirement of 112.24 lakh houses in the year 2017. However, demand of housing being dynamic in nature, additional urban households who became eligible during implementation of the scheme, were also covered under PMAY-U.
Based on the validated demand survey and selection of beneficiaries and local conditions, the project proposals are approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further sanctioning of Central Assistance by Central Sanctioning and Monitoring Committee (CSMC). MoHUA considers the release of Central Assistance based on the approval of projects by State/UT authorities for implementation of the project by them.
Against the validated demand of 112.24 lakh houses, as on 04.12.2023, a total of 118.63 lakh houses have been sanctioned by the Ministry based on the project proposals submitted by States/UTs under PMAY-U, out of which 113.42 lakh have been grounded and 78.27 lakh are completed/delivered to the beneficiaries. The total amount of Central Assistance sanctioned and released to States/UTs during the last three years under PMAY- U is ₹80,712.63 crore and ₹75,148.94 crore respectively.
