Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has taken cognizance that half of the total 13.92 lakh identified beneficiaries in Tamil Nadu under the Pradhan Mantri Awas Yojana- Urban (PMAY-U) scheme did not get house till 2021 due to a delay in the framing of a State housing policy and submission of beneficiary details; and
(b) if so, the details of actions initiated by the Government to resolve this delay?

(a) and (b): ‘Land’ and ‘Colonisation’ are State subjects. Ministry of Housing and Urban Affairs has been implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) under ‘Housing for All’ Mission since June, 2015 by providing Central assistance to supplement efforts of States/ Union Territories (UTs) for providing all-weather pucca houses with basic civic amenities to all eligible urban beneficiaries. The Scheme is implemented through four verticals i.e. Beneficiary-led individual house construction/ enhancement (BLC), Affordable Housing in Partnership (AHP), ‘In-situ’ Slum Redevelopment (ISSR), and Credit Linked Subsidy Scheme (CLSS).
Implementation of the PMAY-U Scheme in States/UTs including assessment of demand, formulation of projects, selection of beneficiaries etc. are done by the respective State/UT Governments as per scheme guidelines. PMAY-U is a demand driven scheme and Government of India has not fixed any targets for construction of houses. Based on the demand for housing in the urban areas and project proposals submitted by State of Tamil Nadu, more than 6.81 lakh houses have been sanctioned as on 20.11.2023. Of the sanctioned houses, 6.61 lakh have been grounded for construction; of which 5.48 lakh are completed/ delivered to beneficiaries.
The scheme period which was earlier up to 31.03.2022, has been extended up to 31.12.2024, except Credit Linked Subsidy Scheme (CLSS) vertical of the scheme, to complete all the houses sanctioned without changing the funding pattern and implementation methodology. States/UTs have been advised to expedite to complete all sanctioned houses within the extended Mission period. This Ministry reviews the status of implementation of PMAY-U with States/UTs regularly through Monthly Progress Reports (MPRs), Monthly Review Meetings and in the meetings of Central Sanctioning and Monitoring Committee (CSMC) for completion of all ongoing work within the Mission period.
