NOTIFICATION

Delhi, the 9th October, 2023
No.16(503)/UD/W/2015/1246.—The following recruitment regulations made by the Delhi Water Board in exercise of the powers conferred by clause (m) sub-section (2) of section 109 read with sections 7 and 51 of the Delhi Water Board Act, 1998 (Delhi Act. No. 4 of 1998) and in supersession of Delhi Administration Notification No. 16 (503) /UD/W/ 2015/103 dated 18.01.2019 except as respects things done or omitted to be done before such supersession after approval of competent authority with prior consultation of Union Public Service Commission, for regulating the method of recruitment to the post of Assistant Engineer (Electrical / Mechanical) in the Delhi Water Board, are hereby published, namely:-

1. Short title and commencement: – 
(I) These regulations may be called the Delhi Jal Board ‘Assistant Engineer (Electrical / Mechanical)’ Recruitment Regulations, 2023.
(II) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Level in the Pay matrix: The number of said posts, its classification and Level in the Pay matrix shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations.
3. Method of recruitment, age limit and other qualifications: -The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns 5 to 13 of the said Schedule.
4. Disqualification:─ No person;
  • (a) who has entered into or contracted a marriage with a person having a spouse living; or
  • (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts:
Provided that Government, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any persons from the operation for this regulation.
5. Power to relax the provisions:– Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
 
6. Saving: – Nothing in these regulations shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other special categories of persons in accordance with orders issued by the Central Government from time to time in this regard.

NOTE 1:– QUALIFICATIONS ARE RELAXABLE AT
THE DISCRETION OF THE COMPETENT AUTHORITY, FOR REASONS TO BE
RECORDED IN WRITTING, IN THE CASE OF CANDIDATES OTHERWISE
WELL QUALIFIED.

EXPERIENCE: NA

8.

WHETHER AGE AND EDUCATIONAL QUALIFICATION PRESCRIBED FOR
DIRECT RECRUITS WILL APPLY IN THE CASE OF PROMOTEES.

PERIOD OF PROBATION, IF ANY.

2 YEARS FOR DIRECT RECRUITS.

NOTE: MANDATORY INDUCTION TRAINING OF ONE
MONTH AS DEVISED AND SPONSORED BY DELHI JAL BOARD IN
THE FIELD OF DUTIES/RESPONSIBILITIES OF THE POST, WILL BE
PART OF SUCCESSFUL COMPLETION OF PROBATION.

3 YEARS REGULAR SERVICE IN THE GRADE AND HAVING UNDERGONE
ONE WEEK’S TRAINING IN THE ENGINEERING MATTER FROM
DELHI JAL BOARD TRAINING INSTITUTE.

NOTE:WHERE
JUNIORS WHO HAVE COMPLETED THEIR QUALIFYING/ ELIGIBILITY
SERVICE ARE BEING CONSIDERED FOR PROMOTION, THEIR
SENIORS WOULD ALSO BE CONSIDERED PROVIDED THEY ARE NOT
SHORT OF THE REQUISITE QUALIFYING/ELIGIBILITY SERVICE BY
MORE THAN HALF OF SUCH QUALIFYING/ELIGIBILITY SERVICE , OR
TWO YEARS, WHICHEVER IS LESS, AND HAVE SUCCESSFULLY
COMPLETED THEIR PROBATION PERIOD FOR PROMOTION TO THE
NEXT HIGHER GRADE ALONG- WITH THEIR JUNIOR WHO HAVE
ALREADY COMPLETED SUCH QUALIFYING/ELIGIBILITY
SERVICE..

DEPUTATION (INCLUDING SHORT TERM CONTRACT):

SERVICE IN THE POST S IN LEVEL-8 (RS. 47600-151100/-) OF THE
PAY MATRIX OR EQUIVALENT IN THE PARENT CADRE/DEPARTMENT;
AND

(B) POSSESSING THE EDUCATIONAL QUALIFICATION PRESCRIBED FOR
DIRECT RECRUITS UNDER COL (7).

NOTE 1:THE DEPARTMENTAL OFFICERS IN THE
FEEDER CATEGORY WHO ARE IN THE DIRECT LINE OF PROMOTION
WILL NOT BE ELIGIBLE FOR CONSIDERATION FOR APPOINTMENT ON
DEPUTATION (ISTC). SIMILARLY, DEPUTATIONISTS SHALL NOT BE
ELIGIBLE FOR CONSIDERATION FOR APPOINTMENT BY PROMOTION.

NOTE 2: PERIOD OF DEPUTATION (ISTC)
INCLUDING PERIOD OF DEPUTATION (ISTC) IN ANOTHER EX-CADRE
POST HELD IMMEDIATELY PRECEDING THIS APPOINTMENT IN THE SAME
OR SOME OTHER ORGANIZATION/DEPARTMENT OF THE CENTRAL
GOVERNMENT SHALL ORDINARILY NOT TO EXCEED THREE YEARS.

THE MAXIMUM AGE LIMIT FOR APPOINTMENT BY DEPUTATION (ISTC)
SHALL BE NOT EXCEEDING 56 YEARS AS ON THE CLOSING DATE OF
THE RECEIPT OF APPLICATIONS.

12.
