TARGETS UNDER PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the State of Kerala requested for allotment of target for Kerala under Pradhan Mantri Awas Yojana – Urban (PMAY-U);
(b) if so, the action taken thereon and the reasons for not allotting target to the State of Kerala;
(c) whether the Union Government proposes to extend the scheme by revising the criteria so as to include all deserving people; and
(d) if so, the details thereof?

(a) & (b): ‘Land’ and ‘Colonization’ are State subjects. However, the Ministry of Housing and Urban Affairs (MoHUA), under the vision of ‘Housing for All’, supplements the efforts of States/ Union Territories (UTs), including the State of Kerala, by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) ‘Housing for All’ Mission since June 25, 2015 to provide pucca houses with basic amenities to all eligible urban beneficiaries. The scheme is implemented through four verticals i.e. Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS) based on eligibility criteria as per scheme guidelines. PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. Under PMAY-U, States/UTs, including the State of Kerala, have submitted project proposals, with due approval of State Level Sanctioning & Monitoring Committee (SLSMC), to this Ministry in a phased manner for consideration of Central Sanctioning & Monitoring Committee (CSMC) seeking admissible Central assistance.
Based on the project proposals submitted by the State of Kerala, more than 1.65 lakh houses have been sanctioned under PMAY-U as on 31.07.2023. Of the sanctioned houses, 1.46 lakh houses have been grounded for construction; of which 1.15 lakh are completed/ delivered to beneficiaries.
(c) & (d): PMAY-U scheme period has been extended up to 31st December, 2024, except Credit Linked Subsidy Scheme (CLSS) vertical, to complete the sanctioned houses in States/ UTs without changing the funding pattern and implementation methodology. During the extended period no additional houses will be sanctioned. However, within an overall ceiling of 122.69 lakh houses sanctioned till 31st March 2022, States/ Union Territories may be sanctioned houses under Beneficiary-led individual house construction/ enhancement (BLC) vertical against curtailment of non-starter houses under BLC, Affordable Housing in Partnership (AHP) and “In-situ” Slum Redevelopment (ISSR) verticals of PMAY-U.
States/ UTs, including the State of Kerala, have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline as per Detailed Project Reports.
