Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालनऔर डेयरी मंत्री be pleased to state:
(a) the number of people belonging to the tribal communities in Madhya Pradesh benefited so far from the schemes being implemented by the Department of Animal Husbandry and Dairying (DAHD);
(b)
the role of DAHD in getting loan secured from the banks;
(c) the benefits of the said scheme accrued to the small farmers as per the objective of the Government; and
(d) the details of the achievements made by the Department, State-wise?

(a) DAHD is implementing schemes which are applicable for all the communities including the Tribal communities. Scheme-wise details are as under:

(b) DAHD is not directly involved in the disbursal / sanction of the loan. However, in the various schemes where loan is required in the scheme is continuously monitoring with the lending agencies in order to facilitate loan sanction to the beneficiary;
(c) &(d) The details of benefits and the achievements made by the Department are as under:
Dairy Development Schemes: The following schemes being implemented by the Department of Animal Husbandry and Dairying: –
- (i) National Programme for Dairy Development (NPDD)
- (ii) Dairy Processing and Infrastructure Development Fund (DIDF)
- (iii) Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities (SDCFPO)
The above schemes are not beneficiary oriented. The milk pourers are benefitted indirectly by way of pouring milk to dairy cooperatives at village level where the dairy value chain infrastructure has been created/strengthened from these schemes.
Rashtriya Gokul Mission: The scheme is playing important role in enhancing milk production and productivity of bovines to meet growing demand of milk and making dairying more remunerative to the rural farmers of the country. The scheme has been leading to multiplication of elite animals of indigenous breeds and increased availability of indigenous stock and benefits of the scheme has been percolating to 8 crore farmers engaged in dairying especially small and marginal farmers and landless labours. Due to implementation of scheme and other measures taken by Government of India milk production in the country has increased from 146.3 million tonnes 2014-15 to 221 million tonnes in 2021-22 with annual growth rate of 6.3%. The value of milk output in 2020-21 was Rs. 9.32 lakh crore surpassing total value of output from food grains. Under the Rashtriya Gokul Mission Nationwide Artificial Insemination Programme(NAIP) has been initiated for delivery of free of cost quality artificial insemination services at farmers’ doorstep in 604 districts with less than 50% Al coverage. Under the programme, as on date 5.82 crore animals have been inseminated, 7.26 crore artificial inseminations performed, and 3.81 crore farmers benefitted. The details of the achievements done under the programme is enclosed at Annexure-I
National Livestock Mission: There are several benefits of the said scheme accrued to the small famers like Employment generation.
Livestock Health and Disease Control Programme:
1. Vaccination:
- FMD vaccination (Round – 2)- All states/UTs have closed the FMD round-II by vaccination 24.18 Cr. (94%) cattle and buffalo
- FMD vaccination (Round – 3)- So far 4.89 Cr. against vaccine doses have been utilized by the states/UTs. 6 states (Kerala, Karnataka, Tamil Nadu, Chandigarh, Andhra Pradesh & Delhi) have completed the vaccination program. Currently vaccination is ongoing in 6 states and 11 states are yet to begin vaccination for round 3.
- Brucellosis – 2.25 Cr. female bovine calves have been vaccinated against Brucellosis.
- PPR – 1.84 Cr. sheep and goat have been vaccinated against 2.85 Cr. vaccine doses supplied to 9 States including 10 priority districts of Mission Utkarsh.
- CSF – 16.84 lakh pigs have been vaccinated so far against 59.57 lakh vaccine doses supplied to 26 States/UTs. 17 states have initiated the vaccination program, remaining states/UTs are yet to begin.
State wise vaccination done under the scheme are placed at Annexure-II.
2. Mobile Veterinary Unit:
To ensure that veterinary healthcare services are provided at the farmer’s doorstep through Mobile Veterinary Units (MVUs), the Government is providing assistance to States/ UTs and assisted for 4340 MVUs across the country and released Rs.682.85 Crore since 2021-22.
State wise total no. of MVUs sanctioned and fund released during 2021-22 and 2022- 23 are placed at Annexure-III.
