Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) by when the Ministry is considering to release the pending 7 lakh Pradhan Mantri Awas Yojana (PMAY) houses for Odisha;
(b) reasons for the Awaas Plus Portal not being opened since 2019 to enable addition of more house needs from Odisha;
(c) by whe the Awaas Plus Portal would be opened; and
(d) if the Awaas Plus Portal has been opened for Karnataka then why not for Odisha?

(a): In order to achieve the target of “Housing for All” in rural areas, the Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April, 2016 to provide assistance to construct 2.95 crore pucca houses with basic amenities by March, 2024. The beneficiaries under PMAY-G were identified on the basis of housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC)-2011. The number of eligible beneficiaries thus made available through SECC database currently stands at 2.04 crore (approx.). Therefore, against the total eligible beneficiaries available post remand by Odisha State on SECC, a target of 18,37,878 houses have been allocated to the State of Odisha.
In addition, the Government conducted Awaas+ survey to identify those beneficiaries who claimed to have been left out under the 2011 SECC and thus prepared an additional list of potential beneficiaries. In order to fill the gap between the overall target of PMAY-G and beneficiaries available through SECC 2011, Awaas+ data is being utilized. A total target of 91.00 lakh (approx.) houses has already been allocated to eligible States/ UTs from Awaas+ database till date, including a target of 8,05,226 households allocated to the State of Odisha in the financial year 2021-22. In addition, the State of Odisha has been allocated a target of 1,05,355 households as Special Project for FANI-affected households synchronized in Awaas+ database. Therefore, against the total eligible beneficiaries available post remand by the State on Awaas+, a target of 9,10,581 houses have been allocated to the State of Odisha.
Thus against the overall target of 2.95 crore houses under PMAY-G, the State of Odisha has been allocated a full and final target of construction of 27,48,459 houses. Therefore, there is no pendency to release any target to the State of Odisha under PMAY-G.
(b) to (d) The Awaas+ survey exercise was started under the PradhanMantriAwaasYojanaGramin (PMAY-G) in January 2018 with an initial deadline of 31.03.2018 for the identification of eligible households which were left out and were not covered in the SECC 2011 survey. This deadline was extended 4 times finally till 07.03.2019. Two special windows were also given after this deadline to Odisha in the wake of FANI cyclone. The State of Odisha registered 13,20,945 potentially eligible households during this exercise. In addition, the Ministry has allowed synchronization of data of 6,32,344 households (4,90,339 lakh households from 16 Non-FANI districts and 1,42,005 FANI affected households) from the State-developed Rural Housing Portal to National Awaas+ database of potentially eligible households captured during the Awaas+ survey till 07.03.2019, thus replicating the case of Karnataka. However, the request for the opening of Awaas+ portal for fresh survey has not been acceded to for any state, since sufficient time had been given to all the States/UTs by way of multiple extensions, including Odisha State, where special windows and even approval for synchronization were also granted. Also, at present there is no such proposal under consideration in the Ministry for the opening of Awass+ portal for any State/UT for fresh survey.
