NOTIFICATION

Delhi, the 28th June, 2023
F. No. DE.3(38)/E-III/RRs-TGT(MIL)/2016/PF/3757.—In exercise of the powers conferred by the provision to article 309 of the Constitution and in supersession of Notification No.F.27(8)/88-Edn./2565 dated 30.12.1992 read with notification No.F.27(8)/88-Edn./118 dated 17.01.1994 and anything done or omitted to be done before such supersession, the Lieutenant Governor in the National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Trained Graduate Teacher (Modern Indian Language) in the Directorate of Education, Government of National Capital Territory of Delhi as following, namely:

1. Short title and commencement:–
(i) These rules may be called the Directorate of Education, Government of National Capital Territory of Delhi, Trained Graduate Teacher (Modern Indian Language) Recruitment Rules 2023.
(ii) They shall come into force on the date of their publication in the Official Gazette
2. Number of post, its classification and pay level in the pay matrix :- The number of said post , its classification and pay level in the pay matrix attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc:- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in the Columns 5 to 13 of the said Schedule.
4. Disqualifications:- No person,
  • (a) Who has entered or contracted a marriage with a person having a spouse living: or
  • (b) Who having a spouse living, has  entered into or contracted marriage with any person: Shall be eligible for appointment to any of the said posts:
Provided that Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation.
5. Power to relax:- Where the Government is of opinion of that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons.
6. Saving:- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.

Note: The crucial date for determining the age limit shall

7. Educational and other qualification required
for direct recruits.

Qualification

: Essential Qualification:

1. A Bachelors Degree in one of the Modern Indian
Languages (MIL) (i.e Hindi, Sanskrit, Urdu, Punjabi,
Bengali) with at least 50 percent marks from a
recognized University/Institute (the concerned language
should have been studied for at least 2 year);

Or

Masters Degree in one of the Modern Indian Languages
(MIL) (i.e. Hindi, Sanskrit, Urdu, Punjabi, Bengali) from
a recognized University/Institute with at least 50
percent marks in either bachelors degree or masters
degree;

Or

4-year integrated programme/course/ degree of
B.El.Ed./B.A.B.Ed. from any NCTE recognized Institution (the
concerned language should have been studied for at least
three years).

2. B.Ed. or three year integrated B.Ed.-M.Ed. from a
recognized University/Institute (No separate
B.Ed./B.Ed.-M.Ed. is required in the case of 4-year
integrated course of B.El.Ed./B.A.B.Ed.).

3. Pass in the Central Teachers Eligibility Test (CTET)
conducted by CBSE.

Note 1:Exact requirement of the subject/
discipline will be indicated at the time of each
recruitment.

Note 2:The qualifications are relaxable at
the discretion of the DSSSB/Competent Authority, for
reasons to be recorded in writing, in the case of
candidates otherwise well qualified.

Note:The condition of securing at least 50
percent marks in Graduation or Post Graduation shall not
apply in the case of Assistant Teachers (Primary/Nursery)
of MCD/Directorate of Education and Laboratory Assistants of
Directorate of Education.

No probation is required for promotion from
Primary/Nursery/Teacher to TGT (MIL).

10. Method of Recruitment, whether by Direct Recruitment or

11. In case of recruitment by promotion/ Deputation/transfer
grades from which promotion/Deputation/ transfer to be made.

Promotion:

(a) 224 (2.5 percent of total posts) posts shall be
filled by promotion from Assistant Teachers (Primary) of
Directorate of Education, GNCT of Delhi in level-6
(Rs. 35400 to Rs. 112400/-) of pay matrix with five years
service in the grade rendered after appointment thereto
on a regular basis.

(b) 45 (0.5 percent of total posts) posts shall be
filled by promotion form Assistant teachers (Nursery) of
Directorate of Education, GNCT of Delhi in level-6 (Rs.35400
to Rs. 112400/-) of pay matrix with five years service
in the grade rendered after appointment thereto on a
regular basis.

(c) 1275 (14.25 percent of total posts) posts
shall be filled by promotion from Assistant Teachers
(Primary) in schools of Municipal Corporation of Delhi,
in level-6 (Rs.35400 to Rs. 112400/-) of pay matrix with
five years service in the grade rendered after
appointment thereto on a regular basis.

(d) 112 (1.25 percent of total posts) posts shall be
filled by promotion from Assistant Teachers (Nursery) in
schools of Municipal Corporation of Delhi, in level-6
(Rs.35400 to Rs.112400/-) of pay matrix with five years
service in the grade rendered after appointment
thereto on a regular basis.

(e) 134 (1.5 percent of total posts) shall be filled
by promotion from Laboratory Assistants in schools under
the Directorate of Education,

GNCT of Delhi in level-4 (Rs.25500 to Rs.81100/-) of pay
matrix with fifteen years service in the grade rendered
after appointment thereto on a regular basis.

Note:Where juniors who have completed
their qualifying/eligibility service are being considered
for promotion, their seniors would also be considered
provided they are not short of the requisite qualifying/
eligibility service by more than half of such
qualifying/eligibility service or two years, whichever
is less, and have successfully completed probation period
for promotion to the next higher grade along with
their juniors who have already completed such
qualifying/eligibility service.
