Progress of Pradhan Mantri Awas Yojana-Urban (PMAY-U) in West Bengal, Darjeeling, Kalimpong, and North Dinajpur Districts

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government has reviewed the implementation of Pradhan Mantri Awas Yojana-Urban (PAMY-U) scheme in Darjeeling, Kalimpong and North Dinajpur districts of West Bengal and if so, the details of the review report about these districts;

(b) the details of Central Assistance sanctioned and released along with houses sanctioned, grounded and completed in the districts of Darjeeling, Kalimpong and North Dinajpur since 2019, under PMAY-

U, district-wise and

(c) whether the Government has received complaints of irregularities or misuse of funds during the implementation of PMAY scheme in West Bengal including Darjeeling, Kalimpong and North Dinajpur districts and if so, the measures taken/being taken by the Government in this regard?

STATEMENT REFERRED TO IN THE LOK SABHA STARRED QUESTION NO. 10 DUE FOR ANSWER ON 20.07.2023 REGARDING “PMAY-U SCHEME”

(a) Ministry of Housing and Urban Affairs (MoHUA), under the vision  of ‘Housing for All’, supplements the efforts of States/ Union Territories (UTs) including the State of West Bengal by providing admissible Central Assistance under Pradhan Mantri Awas Yojana-Urban (PMAY-U), for construction of houses for all eligible families/ beneficiaries in urban areas since 25.06.2015. Under the scheme, identification of beneficiaries and implementation of projects are done by States/UTs concerned through their implementing agencies. The Ministry reviews the status of implementation of PMAY-U with States/UTs regularly through Monthly Progress Reports (MPRs), Monthly Review Meetings and in the meetings of Central Sanctioning and Monitoring Committee (CSMC) for completion of all ongoing work within the extended scheme period i.e. upto 31.12.2024. In the districts of Darjeeling, Kalimpong and North Dinajpur of West Bengal, a total of 45,168 houses involving Central Assistance of ₹707.28 crore have been sanctioned under the scheme. Construction has been started in 40,428 houses in these districts and 17,297 houses have been completed/delivered. Central Assistance of ₹375.20 crore has been released, so far, for these districts of West Bengal under PMAY-U.

(b): The physical and financial progress of PMAY-U in the districts of Darjeeling, Kalimpong and North Dinajpur of West Bengal, since 2019, are annexed.

(c): PMAY-U scheme is being implemented through designated nodal agencies at State/UT level. As per the scheme guidelines, suitable grievance redressal system has been set up at both State and City level to address the grievances in implementing the scheme from various stakeholders. In addition, for proper selection of beneficiaries, scrutiny of beneficiary list is done at multiple levels in the States/UTs for approval. Complaints of irregularities or misuse of funds during the implementation of PMAY scheme is forwarded to the concerned State/UT for appropriate action including disciplinary action against the concerned persons. Additionally, Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is available to the citizens to lodge their grievances to the public authorities on any subject related to service delivery including PMAY-U.
