SALIENT FEATURES OF PKVY

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) the salient features of Paramparagat Krishi Vikas Yojana (PKVY);
(b) the funds sanctioned, allocated and utilized under the said scheme in the country including Rajasthan till date;
(c) the benefits/facilities being provided to the farmers under the said scheme in the country including Rajasthan;
(d) whether the Government has set any target in this regard and if so, the details thereof;
(e) the area covered for organic farming in the country including Rajasthan, along with the response received in this regard; and

(a) to (c): Government of India has been promoting  Organic  farming  in  the  country through dedicated scheme namely Paramparagat Krishi Vikas Yojana (PKVY) since 2015-16. The scheme provides end to end support to organic farmers i.e. from production to certification and marketing. Trainings and capacity buildings as well as post harvest management support including processing, packing and marketing are made integral part of the scheme to encourage organic farmers.
 
Under PKVY, States/UTs of the country including Rajasthan are provided financial assistance of Rs. 50000/ha for 3 years out of which, Rs. 31000/ha/3 years is provided directly to farmers through DBT for on-farm and off-farm organic inputs. Financial assistance of Rs. 8800/ha for 3 years is provided for marketing, packaging, branding, value addition and other marketing initiatives. Apart from this, Rs. 2700/ha for 3 years is provided for certification and residual analysis. Under the scheme assistance is also provided @Rs. 7500/ha for 3 years for training and capacity building. The funds allocated released and utilized under the PKVY in the country including Rajasthan till 31.3.2023 given at Annexure -I.

Salient features of the PKVY Scheme:

  • To promote natural resource based integrated and climate resilient sustainable farming systems that ensure maintenance and increase of soil fertility, natural resource conservation, on-farm nutrient recycling and minimize dependence of farmers on external inputs;
  • To  reduce  cost  of  agriculture  to  farmers  through  sustainable  integrated  organic farming systems thereby enhancing farmer’s net income per unit of land.
  • To sustainably produce chemical free and nutritious food for human consumption.
  • To protect environment  from hazardous inorganic chemicals by  adoption of eco- friendly low-cost traditional techniques and farmer friendly technologies.
  • To bring large contiguous traditional/ default organic areas under organic certification and empowering the farmers of such areas with market linkages;
  • To facilitate certification access to individual and small farmer groups not covered by any scheme.
  • To empower farmers through their own institutional development in the form of clusters and groups with capacity to manage production, processing, value addition and certification management in value chain mode;
  • To make farmers entrepreneurs through direct market linkages with local and export trade houses/ chains.
  • Ensuring professional handholding for transforming so developed cluster into business enterprises for better value realization of their premium organic produce
(d): Under PKVY it has been envisaged to cover 6.0 lakh ha area under organic farming during 2021-2022 to 2025-2026.
(e) & (f): The State –wise area covered under organic farming in the country including Rajasthan is given at Annexure – II. The PKVY scheme is being implemented in all the states and UTs other than NE states where as separate scheme namely MOVCDNER is being implemented for promotion of organic farming. The remote areas of the country are covered under PKVY through respective States/ UTs.
