BENEFICIARIES UNDER PKVY

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) whether  the  Government  has  any  list  of  total  number  of  beneficiaries  under Paramparagat Krishi Vikas Yojana (PKVY) from Bihar;
(b) if  so, the details  of last two financial  years, district-wise and if  not, the reasons therefor;
(c) whether  the  Government  is  planning  to  conduct  awareness  programmes  among farmers in the State of Bihar about the PKVY to promote organic farming; and
(d) if so, the details thereof and if not, the reasons therefor?

(a) & (b): Government has been promoting organic farming in the country since 2015-16 through the schemes of Paramparagat Krishi Vikas Yojana (PKVY) and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER). Both the schemes stress on end-to-end support to farmers engaged in organic farming i.e. from production to processing, certification and marketing and post-harvest management Training and Capacity Building are integral part of the scheme. PKVY is being implemented in all the States including Bihar other-than North Eastern States, across the country whereas MOVCDNER scheme is being implemented exclusively in the NE States.

Under PKVY, States/UTs of the country are provided financial assistance of Rs. 50000/ha for 3 years out of which, Rs. 31000/ha for 3 years is provided directly to farmers through DBT for on-farm and off-farm organic inputs.  Financial assistance of Rs. 8800/ha for 3 years is provided for marketing, packaging, branding, value addition and other marketing initiatives.  Apart from this, Rs. 2700/ha for 3 years is provided for certification and residual analysis. Under the scheme assistance is also provided @Rs. 7500/ha for 3 years for training and capacity building.
Under MOVCDNER, an assistance of Rs. 46,575/ha for 3years is provided for creation of FPO, support to farmers for organic inputs, quality seeds/ planting material and training, hand holding and certification. Financial assistance @ Rs 32500/ ha for 3 years is provided to farmers for off farm /on –farm organic inputs under the scheme.
During last 2 years, in Bihar, 16744 number of farmers have benefitted under PKVY scheme in 12 Districts. The District-wise details of beneficiaries of last two year is given below:

(c) & (d): The Government of Bihar has informed that to promote organic farming in the state, they have conducted the following awareness programmes amongst the farmers under PKVY scheme:
  • District Level- Kharif and Rabi Workshop
  • Block Level- Kharif and Rabi Workshop
  • In Rabi and Kharif season, Kisan Chaupal is held in every panchayat to make the farmers aware about PKVY/organic farming.
  • Kisan Salahkars and Agriculture Coordinators are working at panchayat level for making farmers aware about the PKVY.
