Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) whether the Government has received any representation regarding amendment in section 128 of the Central Motor Vehicle Act, 1988;
(b) if so, the details thereof and the response thereto;
(c) whether the Government has any statistics regarding the number of States and Union Territories that have implemented this amendment and if so, the details thereof;
(d) whether the Government proposes to revise/amend the Central Motor Vehicle Act,1988; and
(e) if so, the details thereof and the steps taken in this regard?

SHRI NITIN JAIRAM GADKARI
(a) A letter dated 01 May, 2023 was received from Shri Elamaram Kareem, Member of Parliament, CPI (M), Rajya Sabha requesting to allow the journey of children up to the age of 10 years in two-wheeled motorcycles as third person following necessary safety measures.
(b) The Hon’ble Minister (RT&H) vide D.O NO. RT-11017/05/2023-MVL dated 31st May, 2023 replied that owing to safety concerns of the riders it would not be prudent to allow more than one person in addition to the driver to be carried thereon.
(c) Does not arise.
(d) and (e) No such proposal is under consideration with this Ministry.
