Draftsman Grade III’ Recruitment and Promotion Regulations, 2023

NOTIFICATION
Delhi, the 21st June, 2023
F. No. 16(492)/UD/W/2015/892.—In exercise of the Powers conferred under clause (m) sub-section (2) of section 109 read with section 7 and 51 of the Delhi Water Board Act, 1998 (Delhi Act. No. 4 of 1998) and in supersession of the Delhi Notification No. F.9/41/80-LSG-594 dated 22nd January 1981 except as respects things done or omitted to be done before such supersession, the Delhi Water Board hereby makes the regulations regarding the method of recruitment and promotion to the post of Draftsman Grade III in Delhi Water Board, hereby published, namely:-
1. Short title and commencement:-
(I) These regulations may be called the Delhi Jal Board ‘Draftsman Grade III’ Recruitment and Promotion Regulations, 2023.
(II) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, classification and Level in the Pay Matrix:- The number of posts, classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.
3. Method of recruitment, age limit and other qualifications:– The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns (5) to (13) of the said Schedule.
4. Disqualification:- No person;
- a) who has entered into or contracted a marriage with person having a spouse living; or
- b) who having a spouse living, has entered into or contracted marriage with any person; Shall be eligible for appointment to any of the said posts:
Provided that Delhi Water Board, may, if satisfied that such a marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.
5. Power to Relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving:- Nothing in these regulations shall affect reservations and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other special categories of persons in accordance with the orders issued by the Government of India from time to time in this regard.

ESSENTIAL:-
(i) 10th passed from a recognized
School/Board/ University.

(ii).National Trade Certification/ National
Apprenticeship Trade Certification in draftsman (Civil) from
a recognized institution.
Desirable: –
Certification course in Auto CAD

direct recruits will apply in the case of promotees.

Two years
Note :
Successful completion of the training of at least 2 weeks
duration or more as prescribed by the Cadre authority
shall be mandatory for completion of probation.

Note:
Vacancies caused by the incumbent being away on
deputation or long illness or study leave or under other
circumstances for a duration of one year or more may be
filled by the appointing authority on deputation basis
from officers of the Central Government/ State
Government/ Union Territories :
A: Holding analogous post on regular basis in the parent
cadre/department
B. Possessing the educational and other qualification
prescribed for direct recruit under column No. 7.
