Annual action Plan 2023-24 under Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) along with details on progress, issues and challenges

Please refer to DO Letter No. G-310 l l/l/2023-24-RE-V  dated  1st February, 2023 regarding Annual  Action  Plan  2023-24 along with proposed  date for Empowered  Committee (EC) Meeting (copy enclosed).

2. In this regard, it is stated that the template for the Annual Action Plan (AAP) of PMAY­ G  for  the  year  2023-24   highlighting  the  achievements  and   issues  being  faced   in  the implementation of the Scheme has been modified and is available on AwaasSoft. It is mandatory for the States/UTs to submit the duly filled in AAP 2023-24 online on AwaasSoft at least two days prior to the scheduled EC meeting as the format would be freezed for updation thereafter. For a successful planning exercise, it is requested that data finalization and online submission is monitored at higher level.

3. A pre-EC meeting to finalize figures, timelines and resolve issues, if any, would be held under the chairmanship of Dy. D.G.(RH) with the States/UTs through VC as per schedule given at annexure. The VC link would be shared separately before the Pre-EC meeting.

4. To facilitate the discussion, it is requested that a presentation (based on points covered in AAP 2023-24, findings of the National Level Monitor (NLM) reports related to PMAY-G etc.) may be prepared by the State/UT and emailed to the Rural Housing Division of the Ministry at least two days before the meeting. The template for the PPT for Pre-EC meeting is as under :

• Slide 1: Physical progress and status of target (proposed to be) surrendered/remanded
• Slide  2:  Status  and  fortnightly  strategy  of  completion  of  targeted  houses  by December , 2023 including for delayed houses.
• Slide 3: Status of landless beneficiaries in the entire PWL and strategy to provide land to landless beneficiaries by March, 2023.
• Slide 4: Financial  progress.  Status of central  and  State share release  to  SNA, expenditure on PFM , interest verification, budget provision in the state budget for release of central as well state shares, quarterly projected requirement of fund in the Financial Year: 2023-24.
• Slide S: Status-Aadhaar seeding of houses, Aadhaar Based Payment and strategy to ensure  I00% ABPS.
• Slide  6: Status-Convergence ; Action plan to ensure 100% convergence
• Slide 7: Status of monitoring through social audit, area officer app, ombudsperson
• Slide 8: Action  taken on the findings of NLM reports, ATR on VIP references and complaints, reply to C&AG para, CPGRAMS pendency, if any.
• Slide 9: Target given under Rural Mason Training and achievement so far. Action plan and  timeline for achieving the target. Progress on implementation of house design typologies
• Slide 10: Status of completion of India Awas Yojana (IAY) houses. Completion of houses under special projects and demo houses
• Slide 11: Strategy and action plan for IEC activities to create awareness, increase transparency, promotion of achievement, organization of event such as griha pravesh etc.
• Slide  12: Any other issue State/UT may like to raise.

5. Further, template  of  PPT  of  PMAY-G  for preparation  of  for  the  EC  meeting to  be chaired by Secretary, RD is as under:

• Slide 1: Physical & Financial progress and roadmap
• Slide 2: Target, Completion strategy and provision of land to land less
• Slide3:Monitoring   and   supervision   Status  (Social   Audit,   Area   Officer   app, ombudsperson, Pending ATR on grievances,  etc.)

6. The information filled in the online format, supplemented by the presentation will form the basis of the AAP 2023-24, which will lay a clear roadmap for implementation of the Scheme in the financial year 2023-24. The AAP along with presentation may also be sent through e-mail at least 2 days prior to the meeting to shaktikant.singh.gov.in, [email protected], & [email protected]  with a copy to the undersigned  on [email protected].

7. I would, therefore, request you to kindly submit AAP-2023-24 in the prescribed format online using AwaasSoft and send the presentations for pre-EC and EC meeting i n the prescribed template. I would  also request you to kindly make it convenient to attend the  pre-EC and EC meetings.
