KUTCHA AND PUCCA HOUSES
NO. 3781. SHRI LALLU SINGH:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of kutcha and pucca houses in every district of the country;
(b) the schemes and grants available from the Government to convert those kutcha houses into pucca houses along with the cost to convert them;
(c) the number of kutcha houses that can be converted into pucca houses annually based on the annual grants; and

(d) the money that homeowners have to contribute in converting their kutcha house into a pucca house?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(a): As per Census 2011, State/Union Territory (UT)-wise details of kutcha (or non-pucca/semi-pucca) versus pucca houses is at Annexure-I.
(b)to (d): ‘Land’ and ‘Colonisation’ are State subjects. Schemes related to housing in their respective areas are implemented by States/UTs with their own financial resources and beneficiary contribution, if applicable. However, Ministry of Housing and Urban Affairs (MoHUA) is supplementing the efforts of States/UTs by providing Central Assistance on grant basis under Pradhan Mantri Awas Yojana -Urban (PMAY-U) since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries. PMAY-U adopts a demand driven approach wherein States/UTs have been empowered to recommend the projects to the Ministry for all eligible beneficiaries identified by them through a demand survey based on the eligibility criteria.
Government of India is providing its fixed share as Central Assistance of ₹1.0 lakh under In-Situ Slum Redevelopment (ISSR), ₹1.5 lakh for Affordable Housing in Partnership (AHP) and Beneficiary Led Individual House Construction or Enhancement (BLC) verticals of PMAY-U. Under Credit Linked Subsidy Scheme (CLSS) vertical of PMAY-U, an interest subsidy at the rate of 6.5% which amounts upto ₹2.67 lakh per house is provided for beneficiaries of Economically Weaker Sections (EWS) and Low Income Group (LIG) category. The remaining cost of the house as per Detailed Project Report (DPR) is shared by States/UTs/Urban Local Bodies (ULBs)/Beneficiaries. Being a demand driven scheme, PMAY-U does not have any fixed year-wise target for construction of pucca houses. However, the year-wise physical and financial progress is at Annexure-II.
