Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state :
(a) the salient features of the Rashtriya Krishi Vikas Yojana;
(b) the details of the projects initiated funds allocated, utilised and released under the Rashtriya Krishi Vikas Yojana (RKVY) specially Assam, Jharkhand and West Bengal so far;
(c)
the number and details of projects sanctioned/ programmes implemented thereunder in the said States including district-wise details of West-Bengal during the last five years;
(d) the details of the target set and achievements made so far;
(e) whether the Government has any update on the establishment of Krishi Vigyan Kendra in the district of Darjeeling and if so, the details thereof; and
(f) whether the Government has focused on digital agriculture under this Yojana and if so, the details thereof?

(a) & (f): Rashtriya Krishi Vikas Yojana (RKVY) has been launched in 2007-08. The scheme with broad objectives of making farming a remunerative economic activity through strengthening the farmer’s effort, risk mitigation with major focus is on pre & post-harvest infrastructure. A programme called Innovation and Agri-entrepreneurship has been launched under RKVY during 2018-19 with an objective to promote innovation and agri- entrepreneurship by providing financial and technical support for nurturing startup incubation ecosystem. Now, the RKVY Scheme is rationalized with following schemes as its components :
- Per Drop More Crop
- Sub-Mission on Agriculture Mechanization
- Soil Health and Fertility
- Paramparagat Krishi Vikas Yojna
- Rainfed Area Development
- Crop Diversification Programme
The rationalized RKVY scheme is implemented in two ways viz. Annual Action Plan (AAP) and Detailed Project Report (DPR) based. Funds under the DPR component of the scheme are released to the State Governments/UTs as grant in aid on the basis of projects related to agriculture and allied sectors, approved by the State Level Sanctioning Committee (SLSC) headed by the Chief Secretary of the concerned State which is the empowered body to approve projects for implementation under this scheme. The states have the freedom to take up projects for implementation as per their priorities in areas including Digital Agriculture which requires focused attention for increasing production and productivity in the State.
