MERGER OF SCHEMES IN RKVY

Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state :
a) whether the centrally sponsored schemes as SMAM, soil Health Card, RAD, PKVY, PDML, CDP, RPS etc. have been merged in RKUY;
b) if so, whether the size of the RKVY has been increased but there has been a decrease in the funds and if so, the details thereof;
c) whether there is need to bring improvement in the implementation of this Yojana as constraints are still being faced by the States in getting cent per cent amount consequent upon starting of PFMS system;

d) whether funds are not being released to States under the RKVY; and
e) the details of the funds not released to States under the Yojana, State-wise?

(a) : Rashtriya Krishi Vikas Yojana (RKVY) scheme  was  initiated  as  an  umbrella scheme for ensuring holistic development of agriculture and allied sectors by allowing states to choose their development activities as per their priorities. The Scheme has been revamped as Rashtriya Krishi Vikas Yojana – Remunerative Approaches for Agriculture and Allied Sector Rejuvenation (RKVY-RAFTAAR) for implementation from 2017-18. Now, the RKVY Scheme is rationalized with following schemes as its components :
  • Per Drop More Crop
  • Sub-Mission on Agriculture Mechanization
  • Soil Health and Fertility
  • Paramparagat Krishi Vikas Yojna
  • Rainfed Area Development
  • Crop Diversification Programme
(b)& (c): The allocation under RKVY including the merged components has been increased to Rs 10433 crore during year 2022-23. The releases have been streamlined after implementation of new procedure of Public Financial Management System (PFMS).
(d) & (e): The details of funds released to the States under RKVY during 2022-23 are annexed at Annexure-I.
