Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas Buildings in Class Sections / Increase in Shifts

Will the Minister of EDUCATION be pleased to state:

(a) whether the Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas are built on their own land in Bihar;

(b) if so, the details thereof and if not whether there is any provision to provide land to all these Vidyalayas; and

(c) whether the Government has any plan to expand the sections of classes in Kendriya Vidyalayas and Jawahar Navodaya Vidyalayas established in Bihar along with increasing the number of shifts?

(a) & (b) Opening of new Kendriya Vidyalayas (KVs) is a continuous process. KVs are opened primarily to cater to the educational needs of the wards of transferable Central Government Employees including Defence & Para-military personnel, Central Autonomous Bodies, Central Public Sector Undertakings (PSUs) and Central Institute of Higher Learning (IHL) by providing a common programme of education throughout the country. Proposals for opening of new KVs may be sponsored by Ministries or Departments of the Government of India / State Governments / Union Territories (UTs) Administrations, with commitment to provide requisite resources including land and temporary accommodation for setting up a new KV as per norms. The proposals are subject to approval of the competent authority. There are 45 KVs functioning under civil sector in the State of  Bihar out of which 29 KVs are in permanent school building; 02 school buildings are under construction and 02 KVs are at DPR stage. The  remaining 12 KVs  are running in the temporary accommodation provided by the sponsoring agencies, as land has not been transferred to Kendriya Vidyalaya Sangathan (KVS) for these 12 KVs. 

The Navodaya Vidyalaya Scheme envisages opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of the country. Opening of new JNVs is a continuous process which depends on the willingness of the concerned State Government / UT administration to make available requisite suitable land, free of cost, for construction of the permanent building and making available required temporary building, free of rent, to run the Vidyalaya till the permanent building is constructed. Sanction and opening of new JNV depends on approval by the competent authority. All the 38 districts of Bihar have been covered under the Navodaya Vidyalaya Scheme. At present, 39 JNVs are functional including an additional second JNV in Gaya in Gaya district (SC concentrated). Out of these 39 functional JNVs, 37 JNVs are functioning from their permanent site on the permanent land provided by the State Government of Bihar. The additional JNV at Gaya and JNV Khagaria are functioning at temporary site provided by the State Government of Bihar. Land has been provided by State Government for the JNV at Gaya and construction  is in progress but land for JNV  Khagaria has not been transferred to Navodaya Vidyalaya Samiti (NVS).

Construction of permanent buildings for KVs and JNVs is a continuous process, which depends upon identification of suitable land, completion of lease formalities in favour of KVS and NVS by the sponsoring authorities, submission of drawings / estimates by construction agency, availability of funds and requisite approvals etc.

(c) As per existing scheme of KVS, approval of the  Government  has  been accorded for two sections in each class of KVs.

As per the existing policy of NVS, 2 sections for each class are approved from class – VI to XII.

There is no proposal to expand the sections of class of KVs and JNVs nor to increase number of shifts.
