AYUSHMAN BHARAT YOJANA FOR HEALTH CARE SERVICES
343. SHRI RAHUL KASWAN:
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government has issued digital cards under the Ayushman Bharat Yojana for providing healthcare services to the citizens in the country and if so, the details thereof, State/ UT-wise;
(b) whether the said digital cards are not being issued in many States/UTs where Chiranjeevi Health Insurance Scheme and other similar schemes are rolled out by State Government and if so, the details thereof;
(c) whether the Government has any Scheme for the patients in such States to cover their healthcare needs and if so, the details thereof;
(d) whether the Government has conducted a survey of incurable diseases like heart attack and cancer prevalent in the country and if so, the details thereof, State/UT-wise particularly in Churu district of Rajasthan; and
(e) whether the Government proposes to implement Scheme for incurable diseases in the country and if so, the details thereof?

(a) to (e) Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) is the largest publicly funded health protection scheme in the world which provides health cover of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to 60 crore beneficiaries. Many States/UTs implementing AB-PMJAY have expanded the beneficiary base to approximately 15.5 crore families at their own cost. It is an entitlement-based scheme. No enrolment or registration of beneficiary is required to avail benefits under the scheme. The verified beneficiaries are issued PVC Ayushman card under the scheme. The digital copy of the Ayushman card is shared instantly once the request for Ayushman card is approved. Beneficiaries can also download their Ayushman Card. A total of 23.3 crore Ayushman cards have been created under the scheme, State/UT-wise details of which, are at Annexure.
The scheme is implemented in 33 States/UTs in convergence with over 20 State specific schemes. Co-branded Ayushman card is issued to the eligible beneficiaries supported by Centre and State in all the 33 States/UTs. In Rajasthan, AB-PMJAY is implemented in convergence with the States’ health insurance scheme Mukhyamantri Chiranjeevi Swasthya Yojana and the beneficiaries under the converged scheme are also issued co-branded PVC Ayushman card.
Under Ayushman Bharat –Health and Wellness Centres (AB-HWCs), comprehensive need-based healthcare services covering maternal and child health services and non-communicable diseases, including free essential drugs and diagnostic services are provided free of cost to all citizens of the country.
AB-PMJAY provides treatment corresponding to a total of 1,949 procedures under 27 different specialties including chronic diseases such as Cancer, Diabetes, Heart Disease and other incurable diseases. Of these, a total of 549 procedures are related to Cancer healthcare, while a total of 184 procedures are related to Cardiology and Cardiovascular and Thoracic Surgery.
Government of India provides technical and financial support to the State/UTs under the National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), as part of National Health Mission (NHM). The programme focusses on strengthening infrastructure, human resource development, health promotion & awareness generation for Cancer prevention, early diagnosis, management and referral to an appropriate level of healthcare facility for treatment of the Non-Communicable Diseases (NCDs). Under NPCDCS, 708 District NCD Clinics, 301 District Day Care Centres, and 5671 Community Health Center NCD Clinics have been set up.
Government of India implements “Strengthening of Tertiary Care Cancer Facilities Scheme” under NPCDCS to assist States/UTs in setting up of State Cancer Institutes (SCIs) and Tertiary Care Cancer Centres (TCCCs) in different parts of the country in order to enhance the facilities for tertiary care of cancer. 19 State Cancer Institutes (SCIs) and 20 Tertiary Care Cancer Centres (TCCCs) have been approved under the said scheme. 15 Institutes are functional so far. National Cancer Institute at Jhajjar (Haryana) and second campus of Chittaranjan National Cancer Institute, Kolkata have also been set up. All existing and new AIIMS and many upgraded institutions under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) also focus on treatment of Non-Communicable Diseases including cancer.
