Will the Minister of FOOD PROCESSING INDUSTRIES be pleased to state:
(a) whether the Government has been implementing Pradhan Mantri Kisan Sampada Yojana (PMKSY);
(b) if so, the details thereof;
(c) the details of physical and financial progress made under each component of the yojana so far, year-wise and State-wise;
(d) whether the Government has made any assessment of impact of the yojana on farmers and if so, the details thereof; and

(a) & (b): Yes, the Ministry of Food Processing Industries (MoFPI) has been implementing an umbrella scheme – Pradhan Mantri Kisan Sampada Yojana (PMKSY) since 2017-18 across the country. PMKSY is a comprehensive package of sub-schemes, which is aimed at creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet. Under the following sub-schemes, financial support in the form of grants-in-aid is provided for setting up of projects across the country:
  • Mega Food Parks Scheme (MFP Scheme) – discontinued w.e.f. 01.04.2021
  • Integrated Cold Chain and Value Addition infrastructure (Cold Chain Scheme)
  • Creation of Infrastructure Development for Agro Processing Cluster (APC Scheme)
  • Creation/ Expansion of Food Processing And Preservation Capacities (CEFPPC Scheme)
  • Creation  of  Backward  and  Forward  Linkages  (CBFL  Scheme)  –  discontinued  w.e.f. 01.04.2021
  • Operation Greens (OG Scheme)
  • Food Safety and Quality Assurance Infrastructure – Setting up/ Upgradation of quality control/ food testing laboratories (FTL)
  • Human Resource & Institutions (HRI)
(c): The State-wise number of projects approved under various sub-schemes of PMKSY and their physical progress as on 31.01.2023 are provided in Annexure-I. Being a demand-driven scheme, no State-wise fund allocation is made under PMKSY. However, year-wise fund allocation and release of grants-in-aid under various sub-schemes of PMKSY for the period from 2017-18 to 2022-23 (as on 27.01.2023) is at Annexure-II.
(d): As on date, no impact assessment of PMKSY specific to farmers has been conducted by MoFPI. However, evaluation studies have been conducted for sub-schemes viz. Integrated Cold Chain and Value Addition Infrastructure, Food Safety & Quality Assurance Infrastructure, Creation/ Expansion of Food Processing and Preservation Capacities, Scheme for Creation of Infrastructure Development for Agro Processing Cluster and Scheme for Human Resource and Institutions – Skill Development and Research & Development of PMKSY. A brief of the studies conducted in respect of various sub- schemes of PMKSY are given in Annexure-III.
(e): Ministry has taken various measures for effective implementation of the schemes, namely, (i) online portal for receipt of applications, (ii) dashboard for monitoring implementation of projects, (iii) regular review meetings with the project implementing agencies to remove bottlenecks in implementation, (iv) Inter-Ministerial Approval Committee and Technical Committee to streamline evaluation and approval process, (v) assessing the progress of projects through physical site inspection and virtual site visit by representatives from MoFPI, Project Management Agency (PMA) (engaged by MoFPI) and bankers who sanctioned term loan for the project.
