BENEFICIARIES UNDER PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has observed that a large number of ineligible persons are included in the list of beneficiaries under Pradhan Mantri Awas Yojana-Urban (PMAY-U) and if so, the details thereof;
(b) whether there is any mechanism to identify ineligible beneficiaries who are getting the benefits of PMAY-U and if so, the details thereof;
(c) whether the Government has data regarding the eligible beneficiaries under PMAY-U and if so, the details thereof, State-wise including Kerala;
(d) the total number of houses sanctioned and total number of projects pending for approval under PMAY-U for the city of Kozhikode;
(e) whether as per the preliminary survey conducted by the panchayats, the Government proposes to undertake a review of similar discrepancies in the preliminary survey while adding the names of eligible beneficiaries and if so, the details thereof, State-wise and if not, the reasons therefor; and
(f) whether the Government is taking any other initiatives for identifying eligible beneficiaries under the scheme with an aim to avoid bias and irregularities in the preliminary survey at the panchayat level and if so, the details thereof and if not, the reasons therefor?
ANSWER

(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) ‘Housing for All’ Mission since 25.06.2015 for giving Central Assistance to States/ Union Territories (UTs) for providing all-weather pucca houses to all eligible urban beneficiaries. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). The eligibility criteria for allotment of houses under BLC/ISSR/AHP verticals of PMAY-U to the beneficiaries are as under:
- Not owning pucca house in his/her name or any other family member’s name, anywhere in India.
- Belonging to Economically Weaker Section (EWS) with annual household income of upto ₹3 lakh.
- Ownership of land to avail benefit under BLC component of the Mission.
The PMAY-U proposals are approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further sanctioning of Central Assistance by Central Sanctioning and Monitoring Committee (CSMC). For transparent selection of beneficiaries, scrutiny of beneficiaries is done at multiple levels in the States/UTs for approval. Selection of beneficiaries under BLC/ISSR vertical is done at the initial stage of project formulation. Under the AHP vertical, the beneficiaries are shortlisted through a transparent allotment process by the implementing agencies after start of construction work at site. However, during the project period, if any beneficiary under AHP vertical is unable to pay their own contribution or found ineligible, other eligible beneficiaries from the waiting list prepared by the implementing agencies at the time of allotment, are considered for allotment of AHP houses. From time to time, addition/deletion of beneficiaries, if requested by States/UTs in already sanctioned projects, are done with the prior approval of respective SLSMC. State-wise details of houses sanctioned for beneficiaries including Kerala is at Annexure-I. The total number of houses sanctioned, grounded and completed/delivered under PMAY-U for the city of Kozhikode is at Annexure- II.
(e) & (f): Any instance of irregularity/complaint/representation regarding PMAY-U including those of ineligible applicants during the entire course of implementation are addressed through suitable grievance redressal system available at both State/UT and City level as per existing rules and regulations. Moreover, a Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is also available to the citizens to lodge their grievances to the public authorities on any subject related to service delivery including PMAY-U for redressal. Further, MoHUA has also developed a Public Grievances Redress and Monitoring System for registering any form of complaints regarding implementation of PMAY-U and its speedy disposal.
