DISCREPANCIES IN PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether it is a fact that there have been incidents where beneficiaries who were provided with the benefit of Pradhan Mantri Awas Yojana-Urban (PMAY-U) were not in the list of approved by the Central Sanctioning and Monitoring Committee and if so, the details of the number of such frauds, State-wise;
(b) the total number of Government officials against whom departmental inquiries/disciplinary action has been taken in these cases, State-wise;
(c) the steps taken by the Government against such fraudulent beneficiaries;
(d) the total number of beneficiaries under the scheme that have availed of the benefits and a total number of beneficiaries currently waiting, State-wise; and
(e) the steps taken to hold the Kerala and Karnataka Government accountable for the irregularities in implementing PMAY?
ANSWER

(a) to (e): ‘Land’ and ‘Colonisation’ are State subjects. Schemes related to provide housing for urban poor in their respective areas are implemented by States/Union Territories (UTs). However, Ministry of Housing and Urban Affairs (MoHUA) is supplementing the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) ‘Housing for All’ Mission since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). The eligibility criteria for allotment of houses under BLC/ISSR/AHP verticals of PMAY-U to the beneficiaries are as under:
- Not owning pucca house in his/her name or any other family member’s name, anywhere in India.
- Belonging to Economically Weaker Section (EWS) with annual household income of upto ₹3 lakh.
- Ownership of land to avail benefit under BLC component of the Mission.
As per the Scheme Guidelines, all States/UTs were mandated to conduct demand survey to assess the actual number of houses required in their respective Urban Local Bodies (ULBs). States/UTs were advised to cover all eligible beneficiaries without any bar on number of houses. For transparent selection of beneficiaries, scrutiny of beneficiaries is done at multiple levels in the States/UTs for approval. Based on validated demand, States/UTs prepare Detailed Project Report (DPR) for approval by the State Level Sanctioning and Monitoring Committee (SLSMC), chaired by Chief Secretary of the State. Post approval, the project proposal is recommended to the MoHUA for consideration of Central Sanctioning and Monitoring Committee (CSMC) for release of Central Assistance.
Further, selection of beneficiaries under BLC/ISSR vertical is done at the initial stage of project formulation. Under the AHP vertical, the beneficiaries are shortlisted through a transparent allotment process by the implementing agencies after start of construction work at site. However, during the project period, if any beneficiary under AHP vertical is unable to pay their own contribution or found ineligible or fraudulent, other eligible beneficiaries from the waiting list prepared by the implementing agencies at the time of allotment, are considered for allotment of AHP houses. From time to time, addition/deletion of beneficiaries, if requested by States/UTs in already sanctioned projects, are done with the prior approval of respective SLSMC.
The PMAY-U scheme is being implemented through designated nodal agencies at State/UT level. As per the scheme guidelines, suitable grievance redressal system has been set up at both State and City level to address the grievances in implementing the scheme from various stakeholders. In addition, for proper selection of beneficiaries, scrutiny of beneficiary list is done at multiple levels in the States/UTs for approval. In case of irregularities, appropriate action including disciplinary action against concerned persons is taken by respective State/UT Governments. Additionally, Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is available to the citizens to lodge their grievances to the public authorities on any subject related to service delivery including PMAY-U. Further, MoHUA has also developed a Public Grievances Redress and Monitoring System for registering any form of complaints regarding implementation of PMAY-U scheme and its speedy disposal.
Against the validated demand of 1.12 crore houses, as on 31.03.2022, 122.69 lakh houses were sanctioned, out of which more than 1.07 crore have been grounded and 68.02 lakh have been completed/delivered to the beneficiaries. The State-wise details of houses sanctioned, grounded and completed/delivered is at Annexure.
