HOUSES UNDER PMAY-U

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the total number of houses sanctioned, grounded for construction, completed and occupied by beneficiaries under Pradhan Mantri Awas Yojana-Urban (PMAY-U) since 2015 to till date, State/UT- wise;
(b) the details of Central Assistance released and utilized during the said period, year and State/UT-wise;
(c) whether inclusion of beneficiaries under PMAY-U is on the basis of Socio Economic Caste Census (SECC) 2011;
(d) the ways the Government accounts for persons who are left out of SECC 2011 or have been pushed into poverty since then;
(e) whether the Government is aware of increasing instances of undeserving persons having houses under PMAY-U, and if so, the details thereof during the said period, year and State/UT-wise;
(f) the details of arbitrary deletions of names of beneficiaries under PMAY-U during the said period, year and State/UT-wise; and
Details of houses sanctioned
(g) whether there is a delay in payment of instalments to beneficiaries and if so, the details thereof during the said period, year and State/UT-wise?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI KAUSHAL KISHORE)
(a) & (b): Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U) since 25.06.2015 to provide pucca house with basic amenities to all eligible urban beneficiaries across the country. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS) based on eligibility criteria as per scheme guidelines. Against the validated demand of 1.12 crore houses, as on 31.03.2022, 122.69 lakh houses were sanctioned, out of which more than 1.07 crore have been grounded and 68.02 lakh have been completed/delivered to the beneficiaries. The State-wise details of total number of houses sanctioned, grounded for construction, completed/delivered along with Central Assistance are at Annexure.
(c) & (d): PMAY-U is implemented with the vision of ‘Housing for All’. The scheme adopts a demand driven approach wherein States/Union Territories (UTs) have been empowered to recommend the projects to MoHUA for the beneficiaries identified by them through a demand survey based on eligibility criteria, as mentioned below:
  • (i) Not owning pucca house in his/her name or any other family member’s name, anywhere in India.
  • (ii) Belonging to Economically Weaker Section (EWS) with annual household income of upto ₹3 lakh.
  • (iii) Ownership of land to avail benefit under BLC component of the Mission.
Selection of beneficiaries is done by the States/UTs/Urban Local Bodies (ULBs) based on the above criteria only, irrespective of name of beneficiary listed in SECC-2011 or otherwise. The PMAY-U proposals are approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further sanctioning of Central Assistance by Central Sanctioning and Monitoring Committee (CSMC).
(e) & (f): For transparent selection of beneficiaries, scrutiny of beneficiaries is done at multiple levels in the States/UTs for approval. Selection of beneficiaries under BLC/ISSR vertical is done at the initial stage of project formulation. Under the AHP vertical, the beneficiaries are shortlisted through a transparent allotment process by the implementing agencies after start of construction work at site. However, during the project period, if any beneficiary under AHP vertical is unable to pay their own contribution or found ineligible, other eligible beneficiaries from the waiting list prepared by the implementing agencies at the time of allotment, are considered for allotment of AHP houses. From time to time, addition/deletion of beneficiaries, if requested by States/UTs in  already  sanctioned projects, are done with the prior approval of respective SLSMC.
Any instance of irregularity/complaint/representation regarding the implementation of PMAY-U including those of ineligible applicants are addressed through suitable grievance redressal system available at both State/UT and City level as per existing rules  and regulations. Moreover, a Centralised Public Grievance Redress and Monitoring System (CPGRAMS) is also available to the citizens to lodge their grievances to the public authorities on any subject related to service delivery including PMAY-U for redressal. Further, MoHUA has also developed a Public Grievances Redress and Monitoring System for registering any form of complaints regarding implementation of PMAY-U and its speedy disposal.
(g): No, Sir. As per the scheme guidelines, Central Assistance under different verticals are released to the States/UTs in 3 instalments of 40%, 40% and 20% based on compliances submitted by the State/UT. Further, the disbursement of instalments (Central Assistance and State Share, if applicable) to beneficiaries by States/UTs varies from State to State depending upon  the  physical &  financial progress of projects/ houses.
