BAN ON 15-YEAR OLD VEHICLES IN DELHI

Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) whether the Government propose to make effective arragement to implement the ban imposed by the Green Tribunal on plying of vehicles which are more than 15 years old on the roads of Delhi;
(क) कया सरकार का दिल्ली की सड़कों पर 15 वर्ष से अधिक पुराने वाहनों के चलने पर ग्रीन ट्रिब्यूनल दूवारा लगाए गए प्रतिबंध को लागू करने के लिए प्रभावी व्यवस्था करने का विचार है;
(b) if so, the details thereof;
(ख) यदि हां, तो तत्संबंधी ब्यौरा क्या है;
(c) whether such arrangements are likely to be made in other metro cities and urban areas also; and
(ग) क्या ऐसी व्यवस्था अन्य महानगरों और शहरी क्षेत्रों में भी किए जाने की संभावना है; और
(d) if so, the details thereof and if not, the reasons therefor?

(a) and (b) The Hon’ble National Green Tribunal (NGT), Delhi vide its order dated 26-11-2014 passed in O.A. No. 21 of 2014 Vardhaman Kaushik & Ors V/s UOI & Ors has banned all vehicles that are more than 15 years of age to ply in NCT of Delhi and vide its order dated 07-04- 2015 passed in O.A. No. 21 of 2014 Vardhaman Kaushik & Ors V/s UOI directed that all diesel vehicles which are more than 10 years old, will not be permitted on the roads of NCR, Delhi. Hon’ble Supreme Court in WP No 13029/1985 (M.C Mehta vs. UOI) vide its order dated 29.10.2018 directed that all the diesel vehicles more than 10 years’ old and petrol vehicles more than 15 years’ old shall not ply in terms of the order of the National Green Tribunal dated 07.04.2015.
(क) और (ख): माननीय राष्ट्रीय हरित प्राधिकरण (एनजीटी), दिल्ली ने 2014 के ओ.ए. नंबर 21 वधमान कौशिक और अन्य बनाम भारत संघ और अन्य में पारित अपने दिनांक 26-11- 2014 के आदेश में एनसीटी दिल्ली में उन सभी वाहनों के चलने पर प्रतिबंध लगा दिया है जो 15 वर्ष से अधिक पुराने हैं और दिनांक 07-04-2015 को 2014 के ओ.ए. नंबर 21 वर्धभान कौशिक और अन्य बनाम भारत संघ में पारित आदेश में निर्देश दिया कि ऐसे सभी डीजल वाहन जो 10 साल्र से अधिक पुराने हैं, उन्हें एनसीआर, दिल्ली की सड़कों पर चलने की अनुमति नहीं दी जाएगी। माननीय सर्वोच्च न्यायालय ने याचिका संख्या 13029/1985 (एमसी मेहता बनाम भारत संघ) में अपने आदेश दिनांक 29.10.2018 में निर्देश दिया कि राष्ट्रीय हरित प्राधिकरण के दिनांक 07.04.2015 के आदेश के अनुसार 10 वर्ष से अधिक पुराने सभी डीजल वाहन और 15 वर्ष से अधिक पुराने पेट्रोल वाहन नहीं चलेंगे।
Consequent to the orders of Hon’ble NGT and Supreme Court of India, the Transport Department, Government of National Capital Territory of Delhi (GNCTD) has so far de-registered 54,42,267 numbers of vehicles (as on 31.01.2023) which includes 10 year old diesel vehicles and 15 years old petrol/CNG vehicles.
माननीय एनजीटी और भारत के सर्वोच्च न्यायालय के आदेशों के परिणामस्वरूप, परिवहन विभाग, राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार (जीएनसीटीडी) ने अब तक 54,42,267 वाहनों का पंजीकरण रद्द किया है (31.01.2023 तक) जिसमें 10 साल पुराने डीजल वाहन और 15 सात्र पुराने पेट्रोल/सीएनजी वाहन शामित्र हैं।
The Enforcement Wing of Govt. of NCT of Delhi regularly checks plying of more than 10 year old diesel vehicles and 15 years old petrol vehicles. From 1st January, 2014 to 31st January, 2023, the enforcement branch had impounded 446 numbers of 10 year old diesel vehicles and 12,959 numbers of 15 years’ old vehicles (petrol/diesel). The impounded vehicles are further being handed over to Scrappers.
राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार की प्रवर्तन शाखा नियमित रूप से 10 साल से अधिक पुराने डीजल वाहनों और 15 साल पुराने पेट्रोल वाहनों की जांच करती है। प्रवर्तन शाखा ने 01 जनवरी 2014 से 31 जनवरी 2023 तक 10 वर्ष पुराने 446 डीजल वाहनों तथा 15 वषे पुराने 12,959 वाहनों (पेट्रोल/डीजल) को जब्त किया है। जब्त वाहनों को आगे स्क्रेपर्स को सौंपा जा रहा है।
The Govt. of NCT of Delhi had also earlier issued “Guidelines for Scrapping of Motor Vehicles in Delhi, 2018” on 24th August, 2018. GNCTD has further adopted Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 (RVSF) as notified and amended time to time by MoRTH.
राष्ट्रीय राजधानी क्षेत्र दिल्ली सरकार ने भी 24 अगस्त, 2018 को “दिल्ली में मोटर वाहनों के स्क्रैपिंग के लिए दिशानिर्देश, 2018” जारी किए थे। जीएनसीटीडी ने भी सड़क परिवहन और राजमार्ग मंत्रालय द्वारा अधिसूचित और समय-समय पर संशोधित मोटर वाहन (पंजीकरण और वाहन स्क्रैपिंग सुविधा के कार्य) नियम, 2021 (आरवीएसएफ) को अंगीकृत किया है।
(c) and (d) No such proposal is under consideration of this Ministry.
(ग) और (घ): इस मंत्रालय के विचाराधीन ऐसा कोई प्रस्ताव नहीं है।
