Will the Minister of DEFENCE be pleased to state:
(a) the estimated area of defence land under his Ministry, State-wise and region-wise;
(b)
the total area of defence land acquired by the Ministry after independence of the country;
(c) the estimated area of available defence land, institution/organisation-wise and the estimated area of defence land which has been transferred to other agencies/institutions till date;
(d) whether the Government has transferred or accorded approval for the transfer of defence land to Kendriya Vidyalaya Sangathan for the construction of Kendriya Vidyalaya in some parts of the country; and
(e) if so, the details thereof alongwith the terms and conditions laid down in this regard?
ANSWER
MINISTER OF STATE (SHRI AJAY BHATT) IN THE MINISTRY OF DEFENCE
(a): The estimated area of defence land under Ministry of Defence is 18.11 lakh acres. State/UT wise details of the same are given as Annexure-I.
(b): The total area of defence land acquired by the Ministry after Independence including transfer of land from State Governments and other Central Government Ministries/Departments etc. is 13.85 lakh acres.
(c): The Service-wise details of estimated area of defence land is given as Annexure-II. The estimated area of defence land which has been transferred to other agencies/ institutions, by way of permanent transfer, lease or on license basis during the last 03 financial years i.e. w.e.f. 2019- 20 till 31.12.2022, is approximately 2100 acres.
(d) & (e): The Government has approved transfer of defence land to Kendriya Vidyalaya Sangathan in 02 cases for construction of Kendriya Vidyalayas during the last 03 financial years (including the current financial year up to 31.12.2022). These transfers are on terms of long term lease, without any premium and rent of Re. 1/- per annum. Leases to KV Sangathan are given as per terms and conditions contained in MoD policy letter No. PC(2) to MF. No. 125/25/ADM/L&C/888-C/D(GS.II) dated 24.05.1976 and policy letter No. 3(4)/85/1900- B/D(GS-II)/85 dated 15.07.1985.
In addition, Government has also accorded working permission for transfer of land on payment of market value to State Government of Uttar Pradesh for construction of Kendriya Vidyalaya in terms of guidelines stipulated in MoD letters No. 11015/2/2012/D(Lands) dated 02.02.2016, 21.10.2020 & 03.03.2022. The details are at Annexure-III.
