VACANT TEACHING POSTS IN UNIVERSITIES/HEIs

Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has taken note that over 33 per cent of the sanctioned teaching posts are vacant in central universities across the country seriously affecting the quality of education;
(b) if so, the details thereof and if not, the reasons therefor;
(c) the steps taken/likely to be taken by the Government to fill the vacancies of teaching faculty in various Higher Education Institutions HEIs in the country including the backlog vacancies meant for Scheduled Castes (SCs) in teaching posts in a time bound manner; and
(d) the details of number of sanctioned positions and vacant positions in various Higher Education Institutions including Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), and Central Universities, institution-wise and post-wise, reserved and unreserved separately?

(a) to (d) A statement is laid on the Table of the House.
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO.78 FOR ANSWER ON 12TH DECEMBER, 2022 ASKED BY ADV. A.M. ARIFF AND SHRI RAVIKUMAR D., HON’BLE MEMBERS OF PARLIAMENT REGARDING VACANT TEACHING POSTS IN UNIVERSITIES/HEIs.
(a) & (b) Occurrence of vacancies and filling thereof is a continuous process. Central Universities are autonomous bodies, established under respective Central Acts. They are governed by provisions of the Acts/Statues/Ordinances made thereunder. Their recruitment procedure is formulated by their statutory bodies in accordance with their Acts/Statues/Rules and UGC regulations/guidelines. Out of 18956 sanctioned teaching posts in 45 Central Universities in regular mode under the purview of Ministry of Education, 12776 posts are filled up and 6180 posts are vacant as on 01.12.2022. Ministry of Education has also directed all Higher Education Institutions (HEIs) to fill up the vacancies in a Mission Mode.

In addition to writing to all the HEIs to fill up the vacancies in a Mission Mode, the Ministry has set up a monthly monitoring mechanism. The Central Educational Institutions (Reservation in Teachers Cadre) Act, 2019 has been notified on 09.07.2019 to ensure preparation of the rosters by considering the university as a Unit. Also, according to the Act, reservation is applicable in all the Higher Educational Institutions except the institutions listed in the schedule and few other exceptions as stated in the Act. Further, as per this Act, reservation is provided for all posts in direct recruitment in Teacher’s cadre in Central Educational Institutions. After enactment of this Act, no reserved post is to be de-reserved.
(d) Institutions-wise and post-wise details of number of sanctioned positions and vacant positions in various Higher Education Institutions including Indian Institute of Technology (IITs), Indian Institute of Management (IIMs) and Central Universities are annexed.
