Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Pradhan Mantri Awas Yojana (PMAY) aimed to provide affordable housing to the urban poor with a target of building two crore affordable houses by 31 March, 2022;

(b) if so, the status report on this initiative;

(c) the details of homelessness, in percentage terms eradicated due to this initiative; and

(d) whether the Government has any proposal to increase the unit cost under the PMAY-Urban and if so, the details thereof?

(a) to (c): The Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana – Urban (PMAY-U), Housing for All since 2015 to provide pucca house with basic amenities to the eligible urban families including homeless across the country. As per PMAY-U Scheme guidelines, States/Union Territories (UTs) were mandated to conduct demand survey through their respective Urban Local Bodies with the vision of ‘Housing for All’ following saturation approach. Against the validated demand of 1.12 crore houses, as on 28.11.2022, 1.20 crore houses have been sanctioned by the Ministry based on the project proposals submitted by States/UTs, out of which 1.06 crore have been grounded and more than 64 lakh have been completed/delivered to the beneficiaries. The Scheme has been extended till 31st December 2024 for completion of all the houses sanctioned under the Scheme. The State/UT-wise details of houses sanctioned, grounded and completed under the scheme are at Annexure-I.
(d): Government of India is sanctioning the proposals based on the Detailed Project Reports (DPRs) along with project cost prepared by the implementing agencies of States/UTs. Government of India is providing its fixed share as Central Assistance of ₹1.0 lakh under In-Situ Slum Redevelopment (ISSR), ₹1.5 lakh for Affordable Housing in Partnership (AHP) and Beneficiary Led Individual Construction or Enhancement (BLC) verticals of PMAY-U. Under Credit Linked Subsidy Scheme (CLSS) vertical of PMAY-U, an interest subsidy at the rate of 6.5% which amounts upto ₹ 2.67 lakh per house is provided for beneficiaries of Economically Weaker Sections (EWS) and Lower Income Group (LIG) category. The remaining cost of the house as per DPR is shared by States/UTs/Urban Local Bodies (ULBs)/Beneficiaries. There is no proposal to increase the Central Assistance with this Ministry.
