CONSTRUCTION OF HOUSES UNDER HOUSING FOR ALL

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether a standard model is being is followed for the houses constructed through the ‘Housing for All’ scheme and if so, the details thereof;

(b) whether the houses so constructed are monitored for or models conformed towards sustainability, especially in line with the UN’s Sustainable Development Goal of ‘making cities and human settlements inclusive, safe, resilient and sustainable’;
(c) if so, the type of conformity towards attaining the goal and if not, the reasons therefor; and
(d) whether the blocks constructed from the ‘Housing for All’ scheme also contribute towards proper solid waste management and rain water harvesting and if so, the details thereof?
ANSWER

(a): ‘Land’ and ‘Colonisation’ are state subjects. All schemes related to housing are implemented by respective State/Union Territory (UT) Governments. Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of State/UT Government by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U). The building plans including size of the house/project vary as per the local site conditions which is prepared by the Implementing Agencies and are approved by the concerned statutory authorities. Hence, under PMAY-U, no standard model has been followed.
However, all the houses are being constructed conforming to the standards of National Building Code (NBC).
(b)&(c): Yes, Sir. The houses constructed under the Scheme is in line with the UN’s Sustainable Development Goal of ‘Making cities and human settlements inclusive,  safe,  resilient  and sustainable’ as all the houses constructed under PMAY-U conform to the NBC norms. As per the Scheme Guidelines of PMAY-U, the houses under the Mission should be designed and constructed to meet the requirements of structural safety against earthquake, flood, cyclone, landslides etc. conforming to the NBC and other relevant Bureau of Indian Standards (BIS) codes.
(d): Yes, Sir. As per Schemes guidelines, all houses constructed under ISSR and AHP verticals are to be provided with basic civic infrastructure like water, sanitation, sewerage, road, electricity etc. Urban Local Bodies (ULBs) should also ensure that individual houses under CLSS and BLC verticals also have access to basic civic services. Further, as per scheme guidelines, States/UTs shall endeavor to make suitable provision of rainwater harvesting system and solar energy system in the Detailed Project Reports under Affordable Housing in Partnership (AHP) and In-situ Slum Rehabilitation (ISSR) Projects of PMAY-U.
