ALLOCATION OF FUNDS UNDER PMAY

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the funds released and utilised as against budget allocated for Pradhan Mantri Awas Yojana (PMAY-U) during the last three years, State-wise;
Budget allocated for Pradhan Mantri Awas Yojana
(b) whether only fifty per cent of target is met with only sixty four lakh houses constructed as against 1.23 crores houses sanctioned under PMAY-U until October, 2022;

(c) if so, the details thereof and the reasons therefor;

(d) whether it is true that only twenty five per cent of work is completed in Andhra Pradesh under PMAY-U;

(e) if so, the details thereof and the reasons behind the slow progress therefor; and

(f) the steps taken to expedite the construction of houses in line with the target?

SHRI KAUSHAL KISHORE
(a) to (c): Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana-Urban (PMAY-U) since June 25, 2015 to provide pucca house with basic amenities to all eligible urban beneficiaries. Against the validated demand of 1.12 crore houses, as on 31.03.222, a total of 122.69 lakh houses were sanctioned by the Ministry based on the  project  proposals submitted by States/UTs, out of which 1.06 crore have been grounded and 65.5 lakh have been completed/delivered to the beneficiaries. The State/UT-wise details of Central Assistance released and utilized during the last three years (FY 2019-20 to FY 2021-22) under PMAY-U are at Annexure-I.
(d) & (e): The projects under PMAY-U have been progressively (year-on-year) submitted by States/UTs to the Ministry for consideration of Central Assistance. Moreover, about 37 lakh houses have been approved during last 2 years which requires due time for completion. The completion time of the houses generally takes 12 to 18 months for individual houses and 24 to 36 months in case of multi-storeyed houses sanctioned under the Scheme. Similarly, in Andhra Pradesh, 14,47,407 houses were sanctioned during the last three years and 10,36,544 have been grounded, out of which 1,91,914 houses have been completed and delivered to the beneficiaries. The period of PMAY-U has been extended till 31st December 2024 for completion of already sanctioned houses till 31.03.2022. The State/UT-wise details of houses sanctioned, grounded and completed under PMAY-U (including those in Andhra Pradesh) are given at Annexure- II.
(f): States/ UTs have been advised to accelerate the pace of construction and ensure completion of sanctioned houses/projects within the stipulated timelines as per Detailed Project Report (DPR). The Ministry conducts regular meetings to monitor progress of the Scheme and completion of houses approved under the Scheme.
