Vacancies in Educational Institutions
1354. SHRI BHARTRUHARI MAHTAB
Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has taken note of a large number of vacant teaching posts in Schools, Colleges and Universities administered by the Central & State Governments;
(b) if so, the details thereof during the last three years, State/UT-wise and year-wise;
(c) the number of posts lying vacant in teaching positions sanctioned for candidates of Scheduled Castes/Scheduled Tribes/Other Backward Classes/Economically Weaker Sections, in the aforementioned institutions during the last three years, State/UT-wise and year wise; and
(d) whether the Government has adopted any specific, time-bound measures to fill these vacancies, especially in posts sanctioned for SC/ST/OBC/EWS communities and if so, the details thereof and if not, the reasons therefor?

(a) to (d): The recruitment of teachers is a continuous process. The vacancies keep arising due to a number of factors including retirement of teachers and additional requirements on account of enhanced students’ strength. Education is a subject in the Concurrent List of the Constitution and the recruitment, service conditions and deployment of teachers come under the purview of the concerned State/Union Territory (UT) Government. Also, the Ministry of Education requests Educational Institutions/State Governments/Union Territory Governments to fill up vacancies on a mission mode from time to time as a majority of Educational Institutions come under the functional domain of respective State/Union Territory Governments.
So far as colleges are concerned, a majority of them are established by the State Governments/Trusts/Registered Societies/Private Entities, etc. and the data in respect of the vacancies of teachers in these colleges are maintained by respective State/Union Territory Governments. The details of the vacant teaching posts in Central Schools under Kendriya Vidyalaya Sangathan & Navodaya Vidyalaya Samiti are at Annexure-I and those in Central Universities are at Annexure-II.
