SKILL DEVELOPMENT UNDER PMKVY

3652. SHRI GUMAN SINGH DAMOR:

Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:

(a) whether the scheduling of skill development programmes is demand based and if so, the persons by whom and the manner in which the demand is determined at the District/State/National level, the details thereof;

(b) the number of centres operating in Ratlam, Jhabua and Alirajpur districts of Madhya Pradesh under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) along with the number of young men/women trained by these centres and the trades in which they have been trained during the last three years and the number of trainees who have been provided employment year/district-wise details thereof; and

(c) whether training programmes are being conducted to promote digital transactions in tribal districts under the Pradhan Mantri Kaushal Vikas Yojana and if so, the details thereof and if not, whether the Government proposes to consider it?

(a) Yes, Sir. Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 3.0. Ministry has designed PMKVY 3.0 as a demand driven scheme where identification and mapping of job roles are based on the demand received from trainees. District Skill Committee (DSC) supports in the identification of job roles and mobilization of candidates based on requirements in various sector. Further under the scheme, the allocation of short term training target among districts and States was done on the basis of weighted mean of indicator values under three categories namely, population, industry and labour supply.

(b) PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). Under PMKVY, placement opportunities are being provided to STT certified candidates, while RPL is not linked with placements as it recognizes the existing skills of candidate.

The details of Training Centres (TCs) in Ratlam, Jhabua and Alirajpur  Districts  of Madhya Pradesh under PMKVY along with numbers of men/women trained and reported placed, under STT component of PMKVY for last 3 years i.e. from 2019-20 to 2021-22, in various trade, are as under:

(a) In order to increase the digital and financial literacy among the trained candidates, a training module covering entrepreneurship, life skills, financial literacy and digital literacy known as English, Employability & Entrepreneurship (EEE) Module is being imparted apart from core curriculum of the courses under the PMKVY across the country including the tribal areas.
