Will the Minister of EDUCATION be pleased to state:
(a) whether it is a fact that there is continuous shortage of qualified school teachers in many schools across the country, particularly in rural areas;
(b) if so, details of the number of schools facing a shortfall and number of vacant teaching positions in schools, State-wise;
(c) whether the Government has taken steps to fill the vacancies for school teachers particularly in rural areas and if so, details thereof;
(d) whether it is a fact that large scale vacancies exist for the State of Bihar at all levels of Primary, Secondary and Higher Secondary education affecting the state of teaching and if so, details thereof; and
(e) the steps taken to fill the vacancies?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 217 FOR REPLY ON 01ST AUGUST, 2022 ASKED BY HON’BLE MEMBER OF PARLIAMENT SHRI RAJIV PRATAP RUDY REGRADING VACANCIES IN TEACHING POSITIONS:
(a) to (c): Education is a subject in the Concurrent List of the Constitution and the recruitment, service conditions and deployment of teachers come under the purview of the concerned State/Union Territory (UT) Government. The recruitment of teachers is a continuous process. The vacancies keep arising due to a number of factors including retirement, resignation of teachers and additional requirements on account of enhanced students’ strength. Also, the Ministry of Education requests Educational Institutions/State Governments/Union Territory Governments to fill up vacancies on a mission mode from time to time as a majority of Educational Institutions come under the functional domain of respective State/Union Territory Governments.
(d) & (e): The Pupil-Teacher Ratio (PTR) in primary government schools of Bihar is 1:42. As per Annual Work Plan & Budget (AWP&B) 2022-23; a total of 2,48,100 teaching posts are lying vacant in the state of Bihar. In 2019-20, the advertisement for 90,762 vacant posts of teachers in primary schools was notified by the state government; against which 41,000 teachers were appointed till March 2022.
