Delhi, the 28th June, 2022

No. F.4(431)/Admn/RR/Enf.Cadre/TPT/2012/58425.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs Notification No. F. 27(59)-Him(I), dated 13th July, 1959 and in supersession of the Sub-Inspector Recruitment Rules notified vide notification No. F.3(1)/87/-Admn/Tpt/4003-4008 dated 3rd March , 1989 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following recruitment rules for the post of Sub Inspector in Transport Department, Government of National Capital Territory of Delhi, namely:-

Territory of Delhi (Sub-Inspector), Recruitment Rules, 2022

1. Short title and commencement – (1) These rules may be called the Transport Department, Government of National Capital Territory of Delhi (Sub-Inspector), Recruitment Rules, 2022.

(2) They shall come into force with effect from the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix – The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualification etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule.

4. Disqualification – No person,

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under  the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Powers to relax – Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- Serviceman and other categories of persons in accordance with the orders issued by the Government from time to time in this regard.

(Educational and other qualification required for Direct
Recruits)

Essential:

1. Degree in any discipline of recognized University.

2. Should at least possess a valid driving license for LMV

Physical

Standards

Height:

170cms (Relaxable by 5 cms for resident of hill areas)

Chest:
81 cm (normal) to 85 cm (after expanding).

Sound health, free from defect/deformity/ disease.

Vision 6/6 without glasses both eyes, free from colour
blindness.

9.

(Period of Probation, if any)

02 Years for direct recruits.

Note:-

Successful completion of mandatory Induction Training of at
least 2 weeks duration or as prescribed by the Cadre
Authority shall be a pre-requisite for completion of
probation.

10.

(Method of recruitment whether by Direct Recruitment or by
promotions or by Deputation/ transfer and percentage of the
vacancies to be filed by various methods)

35% by Promotion failing which by deputation, failing both
by direct recruitment;

65% by direct recruitment.

11.

(In case of recruitment by promotion/ Deputation/
Absorption, grades from which promotion/ Deputation/
Absorption to be made)

Promotion:

Assistant Sub-Inspector (Enforcement) of Transport
Department with 8 years regular service in L-2 Rs.
19900-63200.

Deputation

(Including

(a).Officials (Non-Ministerial) from Delhi
Police/CRPF/ITBP/CISF and all Para Military Services;

(i) In L-4 (Rs.25500-81000); or

(ii) In L-3 (Rs.21700-69100) with five Years regular
service; or

(iii) In Level-2 Rs.19900-63200 8 years’ regular

service

And

(b). Possessing the educational qualifications prescribed
for direct recruits in column-7.

(Period of deputation shall ordinarily not exceed 3 years.
Period of deputation including period of deputation (ISTC)
in another ex-cadre post held immediately preceding this
appointment in the same or some other organization /
department of the Central Govt. Shall ordinarily not to
exceed three years. The maximum age limit for appointment
by deputation (ISTC) shall be not exceeding 56 years as on
the closing date of receipt of applications.)

Group ‘C’ Departmental Promotion Committee (DPC)/
Departmental Confirmation Committee (DCC): –

1. Pr. Secretary/ Secretary (AR)- Chairman.

2. Head of the Deptt. Concerned- Member.

3. Dy. Secretary (GAD) –Member.

Note:-

Senior most member of the Departmental
Promotion/Confirmation Committee shall act as a chairman in
case the notified chairman of the Departmental
Promotion/Confirmation Committee happens to be junior to
another member of the Departmental/Confirmation Committee.

13.
