Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total number of houses constructed under Pradhan Mantri Awas Yojana-Gramin (PMAY-G) during the last three years and the current year and the number of houses likely to be constructed, State and district-wise, particularly in Wardha and Amravati districts of Maharashtra;
(b) the number of houses sanctioned/allotted in Parbhani, Dadra and Nagar Haveli, Daman and Diu thereunder during the last three years and the current status thereof along with the details of the funds allocated and budget sanctioned in this regard, State and district-wise;
(c) whether the Government has not been able to meet the target set by it for these five years and if so, the reasons therefor;
(d) the steps taken by the Government to ensure timely allotment of housing units to all the stakeholders;
(e) the total number of beneficiaries who have been covered under the PMAY-G, State- wise, district-wise and year-wise, particularly in the State of West Bengal; and
(f) the comparative study report of the States and percentage of houses completed and allocated to beneficiaries and ongoing projects, State and district-wise?

(a) The total number of houses constructed under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) during the last three years and the current year, State-wise is given in Annexure- I and particularly in Wardha and Amravati districts of Maharashtra is given in Annexure-II.
The State/District-wise details of houses constructed under PMAY-G can be seen at the programme website at www.pmayg.nic.in—>AwaasSoft—>Reports—>Houses completed in a financial year irrespective of target year.
(b) The target year-wise details of number of houses sanctioned and completed in Parbhani, Dadra and Nagar Haveli & Daman and Diu during the last three years and current year (as on 14.07.2022) are as under :-

The Central Assistance under PMAY-G is released to the State on the basis of balance targets, liabilities and unspent balance available. These funds are released directly to the State/UT considering the State/UT as a unit. Further release of these funds to beneficiaries in various districts is done by the respect State/UT Governments. The State-wise details of Central share released during last three years and the current year (as on 14.07.2022) is given in Annexure-III. (c) & (d) Under PMAY-G, out of the total target of 2.95 crore houses, a target of 2.70 crore houses has already been allocated to the States/UTs, out of which 2.43 crore houses have been sanctioned, first installment of funds has been released to 2.33 crore beneficiaries and
1.88 crore houses have been completed as on 14.07.2022. During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected which retarded the pace of construction of PMAY- G houses. Besides, the delays are also due to delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs, at times General/Assembly/Panchayat elections, and unavailability of building materials. Therefore, the timeline for completion of PMAY-G has also been extended from March, 2022 to March, 2024. The Ministry is taking the following initiatives to ensure timely completion of the houses under PMAY-G:

i. Regular review of progress at the level of Ministry.

ii. Launch of PMAY-G Dashboard for monitoring and supervision of the scheme.

iii. Timely allocation of targets to the States/UTs and release of adequate funds.

iv. Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
- v. Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/UTs for achieving the set targets.
(e) The details of number of beneficiaries sanctioned under the PMAY-G, State-wise and year-wise and District-wise for the State of West Bengal are given in Annexure-IV. The District-wise details of houses sanctioned under PMAY-G can be seen at the programme website at www.pmayg.nic.in—->AwaasSoft—->Reports—->Houses progress against the target financial year.
(f) The State-wise detail of percentage of houses completed and allocated to beneficiaries and ongoing projects is given in Annexure-V. The district-wise details can be seen at the programme website at www.pmayg.nic.in—->AwaasSoft—->Reports—->Houses progress against the target financial year.
