DIGITAL MAPPING OF VILLAGES

Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) whether it is a true fact that the Government is thinking to prepare digital maps of all 6 lakh villages in the country;
(b) if so, the details thereof;
(c) the difference between digital mapping of villages and SVAMITVA; and
(d) whether any guidelines have been issued in this regard to and if so, the details thereof?

(a) and (b) Yes Sir. The Central Sector Scheme SVAMITVA, aims to provide the ‘Record of Rights’ to village household owners possessing houses in inhabited areas, called Abadi in some States, with legal ownership rights (Property cards/Title deeds). Under the scheme, the land parcels in rural inhabited area of all the villages are surveyed using drone technology. The scheme aims to cover 6.62 lakh villages in the country from Financial Year 2020-21 to Financial Year 2024-25. It is being implemented with the collaborative efforts of the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Department, State Panchayati Raj Department and National Informatics Centre.
(c) Digital mapping of village is to prepare digital maps by the use of advance technology to give accurate representations of village area. Under SVAMITVA scheme rural inhabited area, called Abadi in some States, are mapped by Survey of India using drone. It generates high resolution, geo-referenced maps to confer ownership property rights.
(d) Detailed Guidelines / Framework for implementation of SVAMITVA scheme has been issued and can be accessed at the Ministry of Panchayati Raj website (https://www.panchayat.gov.in/) and SVAMITVA scheme website (https://svamitva.nic.in/).
