Will the Minister of DEFENCE be pleased to state:
(a) the aims and objectives of Sainik schools along with the criteria fixed for opening new schools;
(b) the total number of Sainik Schools/Rashtriya Military Schools set up and functioning across the country from the year 2014 to 2022, State/UT-wise;
(c) whether the Government proposes to open new Sainik schools in partnership with Non- Governmental Organisations (NGOs) and private institutions and if so, the locations identified for setting up of such schools, State/UT-wise including West Bengal and Sri Ganganagar in Rajasthan;
(d) whether any proposal has been received from various State Governments, private schools and NGOs to set up Sainik schools, if so, the proposals approved and rejected by the Government, State/wise including Kalahandi and Nuapada district of Odisha, Amravati in Maharashtra, Rajgarh district of Madhya Pradesh; and
(e) whether Sainik School Society has submitted its assessment report to the Government in this regard and if so, the details thereof?
(a): The aims and objectives behind establishing erstwhile Sainik Schools (introduced in 1961) was for preparing Cadets academically, physically and mentally for entry into the National Defence Academy. The other objectives of this erstwhile scheme are (i) to remove regional imbalance in the officer cadre of the defence services (ii) to develop qualities of body, mind and character to enable the young Cadets of today to become good and useful citizens of tomorrow (iii) to bring public school education within the reach of the common man. Existing Sainik Schools were established on receipt of a request from State Government agreeing to provide land alongwith funds for the creation and maintenance of basic infrastructure, purchase of equipment and other facilities besides scholarships for the children belonging to the State.
(b): The details of erstwhile Sainik Schools set up and functioning in the country from the year 2014 to 2022, State/UT-wise is at Annexure- ‘A’. No Rashtriya Military School has been set up from the Year 2014-2022.
(c) to (e): Yes, Sir. The Government proposes to open 100 new Sainik Schools in partnership mode with NGOs/Private/State Government Schools in all States/UTs including West Bengal, Rajasthan, Odisha, Maharashtra and Madhya Pradesh. During the 1st Round, 379 applications have been received by Sainik Schools Society, Ministry of Defence from NGOs/Private/State Government schools through web portal http://sainikschool.ncog.gov.inwhich are subject to shortlisting for approval based on meeting of qualifying requirements framed for the purpose and agreeing to the Rules and Regulations of New Sainik Schools in partnership mode and signing of the Memorandum of Agreement with the Sainik Schools Society. As on date, Memorandum of Agreement (MoA) have been signed by Sainik Schools Society with 11 Schools for setting up as new Sainik Schools.
