Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government proposes to roll out One District, One Hospital plan in the country;
(b) if so, the details thereof along with the present status thereof, State/UT-wise including Karnataka;
(c) whether the centres for primary, secondary and tertiary care, prenatal and postnatal care are also proposed to be set up under the said plan and if so, the details thereof;
(d) the number of districts/cities with a fully functional hospital till 2014 and the number of districts/cities where new hospitals have been set up thereafter; and
(e) the time by which said plan is likely to be fully implemented?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 190* FOR 29TH JULY, 2022
(a) & (b): There are IPHS 2022 Guidelines laid down by the government to provide guidance on the infrastructure, human resources, drugs, diagnostic, equipment, quality and governance requirements for delivering health services at various level of facilities-SHCs, PHCs, CHCs, Sub district hospital and DH. According to IPHS 2022- “Every district should have at least one district hospital which should be comprehensively functional for providing secondary care services”.
Rural Health Statistics (RHS) is an annual publication, based on Health care administrative data reported by States/UTs. As per the RHS 2020-21, there are 764 District Hospitals functioning in the country which are catering to both rural and urban areas in the States/UTs including Karnataka. The norms for primary and secondary care facilities have been laid down as per IPHS 2022. As per RHS 2020- 21, the State/UT-wise details of primary and secondary care facilities are at Annexure-I.
(c) to (e): Ministry of Health and Family Welfare provides technical and financial support to the States/UTs to strengthen the public healthcare delivery at public healthcare facilities. Under National Health Mission (NHM), the central government provides technical and financial support to States/UTs support based on proposals received from respective States/UTs in their Programme Implementation Plan (PIPs). The proposals are appraised in National Programme Coordination Committee (NPCC) meetings and approvals are accorded to States/ UTs in the form of Record of Proceedings (RoPs). The State PIPs are envisaged to be an aggregate of the district/city health action plans, and include activities to be carried out at the state level. The District specific RoPs are released and implemented by respective States/ UTs. Central share under NHM is released to the respective States, which in turn releases to the Districts.
Further, as per Rural Health Statistics 2014-15 and 2020-21, the state-wise number of district hospitals is at Annexure-II.
