DEPARTMENT OF TRAINING AND TECHNICAL EDUCATION 

NOTIFICATION

Delhi, the 6th July, 2022

F. No. 2/9/2015/RR/Trg. Admn./767.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number S.O. 3532 dated the 24th September, 1968 and in supersession of the recruitment rules for the post of Librarian notified vide notification F. No. 2(1)/68-Services(C)(ii) dated 4th May 1968 and subsequent amendment notified vide notification No. F.2 (9)/80- S.II Dated 2nd May 1980, except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Librarian in the Training Wing under the Department of Training and Technical Education, Government of National Capital Territory of Delhi, namely:

Librarian Recruitment Rules, 2022

1. Short title and commencement:- (i) These rules may be called the Librarian Recruitment Rules, 2022 Department of Training and Technical Education, Government of National Capital Territory of Delhi.

(ii) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto.

3. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule.

4. Disqualifications:- No person,

(a) Who has entered or contracted marriage with the person having a spouse living, or

(b) Who having  a spouse living, has entered into or contracted marriage with  any  person; shall be eligible for appointment to any of the said posts:

Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules.

5. Power to relax:– Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person.

6. Saving:– Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.

Essential:

Essential Qualification: Bachelor Degree in Library Science
or Library and information Science from a recognized
University/ Institute

Experience:

Two years’ professional experience as a Librarian/
Assistant Librarian in a Library under Central/ State
Government/ Autonomous or Statutory

organization/PSU/ University or Recognized Research or
Educational Institution

Desirable:

Desirable Qualification: Minimum Six months Diploma/
Certificate course in Computer application from a
recognized University or Institute

Note 1:
The qualifications are relaxable at the discretion of the
Competent Authority/ DSSSB, for reasons to be recorded in
writing, in the case of candidates otherwise well
qualified.

Note 2:
The qualification(s) regarding experience is/are relaxable
at the discretion of the Competent Authority/ DSSSB, for
reasons to be recorded in writing in the case of candidates
belonging to Scheduled Castes or Scheduled Tribes, if at
any stage of selection, the Competent Authority/ DSSSB is
of the opinion that sufficient number of candidates from
these communities possessing the requisite experience are
not likely to be available to fill

Note:
Successful Completion of mandatory induction training of
two weeks is a must for probation clearance.

level-5 in the pay matrix or equivalent in the parent cadre
/ department;

AND

(B)
Possessing the educational qualifications and experience
prescribed for direct recruits under column 7:

(Period of deputation including period of deputation in
another ex-cadre post held immediately preceding this
appointment in the same or some other organisation /
department of the Central Govt. shall ordinarily not to
exceed 03 years. The maximum age limit for appointment by
