Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether twenty-five percent reservation is provided to the category of SCs/STs in allotment of residential plots, flats, shops and stalls etc. by Delhi Development Authority (DDA);

(b) if so, whether DDA is following the said provisions in letter and spirit;

(c) the details of the pre-1988 and post-1998 guidelines to provide twenty five percent reservation to SCs/STs;

(d) the total number of flats constructed in Delhi by DDA under built up house and Self Financing Scheme (SFS) flats, if the DDA is following the guidelines to provide twenty-five percent reservation;

(e) the number of total flats allotted to SCs/STs from the total flats built till date; and

(f) the time and methodology by which twenty-five percent of reservation quota is likely to be filled up in case, twenty-five percent flats could not be provided to them for some or the other reasons?

ANSWER

(a) to (c): Delhi Development Authority (DDA) has informed that the reservation is given to Scheduled Caste (SC) & Scheduled Tribe (ST) categories in allotment of built up shops, stalls and flats disposed through draw of lots. Reservation of 25% is given to SC & ST in allotment of built up shops and stalls. In case of flats the reservation to SC & ST was 25% till 2013 and it has been changed to 22.5% since 2014.

As regards reservation to SC/ST categories in allotment of residential plots, it was being provided @ 25% till 1981 i.e. launch of Rohini Residential Scheme. They are now disposed off through auction as per DDA (Disposal of Developed Nazul Lands) Rules 1981, Since 1979, 25% reservation to SC/ST was collectively given. However, in the year 1996 this 25% collective reservation was segregated to 17.5% & 7.5% for SC and ST category respectively subject to the condition that interchangeability of reservation shall be allowed between the above two categories in case adequate number of applicants are not available in any of the categories. It was further subject to the condition that in case flats remains un-allotted despite interchangeability of reservation, such remaining flats will be allotted to applicants of unreserved category.

(d) & (e): DDA has informed that approximately 4,17,347 flats have been constructed by DDA under built-up houses and SFS scheme. Out of them 4,04,239 approx. flats have been allotted under various Housing Schemes and 13,108 approx. remained unsold. The reservation of SC/ST is provided at prescribed rate in the flats offered in each housing scheme launched from time to time. The flats, that were earmarked/reserved for SC/ST categories but remained unallotted due to inadequate number of applicants of those categories, stood allotted to the applicants of unreserved category of the respective Housing Scheme. DDA has further informed that 44,865 flats were allotted to the applicants who applied under SC/ST Category.

(f): DDA has informed that the reservation of SC/ST is provided at the prescribed rate in the flats offered in each Housing Scheme launched from time to time. There is no provision of carrying forward of earmarked but un- allotted flats to SC/ST category. If adequate number of applications are not received from SC/ST applicants, the unallotted flats earmarked for them are allotted to applicants of unreserved category in each scheme.
